DEPARTMENT REPORT
MONDAY, JULY 27, 2020
(V) Hassanein Residence, Lot Cover Variance.
The applicant seeks the following development standards variance approval for a new pool:
3. Docket No. PZ-2020-00097 V UDO Section 3.64 Maximum 45% lot cover allowed, 52%
requested. The site is zoned R2/Residence and Old Town Overlay - Character Subarea. It is located at
255 1st St SW. Filed by Aladdin Hassanein and Kourtney Klepfer, owners.
General Info:
The Petitioner seeks approval to install a 14’ x 33’ swimming pool that will cause the lot coverage to increase
by 7% over the allowed 45% maximum. The property is located within Old Town, where the lots are typically
small. This is the only variance needed. Setbacks can be met. Please see the Petitioner’s info packet for more
detail on the variance request.
Analysis:
A swimming pool and retaining wall is proposed for the rear of the lot. The pool will have an automatic cover.
The pool pump and equipment will be designed for super-quiet operation.
The Petitioner has been in contact with the Carmel Engineering Dept. as to what is required from an
engineering standpoint as it relates to permits, grading, and drainage. That Dept. will not have any issues with
this variance, as it relates to stormwater management for the Old Town district. Also, the Petitioner will pay the
$6,000 fee into the stormwater fund, rather than providing the required on-site stormwater detention.
The Petitioner addressed all planning/zoning review comments, and the Planning Dept. supports this
variance request.
