The applicant seeks the following development standards variance approvals: 4. Docket No. PZ-2020-00104 V UDO Section 5.10 and City Code Chptr. 10, Art. 5, Chptr. 5, Section A.10 Parking lots, driveways, and sidewalks within the SFHA shall be constructed with permeable material, Non-permeable pavement systems in SFHA requested. 5. Docket No. PZ-2020-00105 V UDO Section 5.10 and City Code Chptr. 10, Art. 5, Chtr. 5, Section B.7.e Variance to allow electrical panel to be lower than FPG (flood protective grade) but still above BFE (base flood elevation) requested. The site is located at 5100 E. 116th St. and is zoned P1/Parks & Recreation and SFHA/Special Flood Hazard Area. General Info: The Petitioner seeks approval for two variances from the Carmel Flood Hazard Areas Ordinance. The Petitioner seeks approval to install site improvements in the park, including a restrooms/mechanical room building and expanded parking lot. The improvements are located within floodplain of Cool Creek; hence the need for the two variances listed above. Please see the Petitioner’s info packet for more detail on the variance requests. Analysis: 1st Variance request: The proposed parking lot expansion will be asphalt, rather than a permeable material, to match the existing parking area. 2nd Variance request: The request is to allow an electrical panel to be lower than FPG (flood protective grade) within the proposed building, but still above BFE (base flood elevation). The Carmel Engineering Dept. will not have any issues with these variances. That Dept. is currently reviewing the plans from and engineering standpoint. The Petitioner addressed all planning/zoning review comments, and the Planning Dept. supports th ese variance requests. (However, the Planning Dept. does ask that the Petitioner forwards any of their correspondence to/from the IDNR - Indiana Dept. of Natural Resources to our office, in order to update the BZA variance file.) Recommendation: The Dept. of Community Services (DOCS) recommends positive consideration of Docket Nos. PZ-2020- 00104 and 105 V.
