Council President Campbell called the meeting to order at 6:00 p.m. 12

Councilor Aasen thanked Councilor Worrell for his work on the 4th of July fireworks. 36

Councilor Hannon spoke on the importance of individuals wearing masks to help slow the spread of 38
Covid-19. 39

Councilor Finkam explained that State Representative Donna Schaibley has worked on the bills in the 41
legislature would allow locals to establish their own dates and times for fireworks. 42

Councilor Worrell noted that Councilors have clear barriers between each other, and he also thanked 44
Mayor Brainard for his work on the 4th of July Fireworks. He also thanked Northview Christian Church, 45

Carmel Dad’s Club, Carmel Clay Parks and all the various city departments who contributed to making 46
the fireworks a success. 47

Councilor Nelson wished Councilor Kimball’s wife a speedy recovery after her bicycle accident. 49

Henry Mestetsky, Executive Director of the Carmel Redevelopment Commission, gave the monthly 80

The Carmel Historic Preservation Commission report was included in the packet. 83

Nancy Heck, Director of Community Relations and Economic Development, gave a report on the Carmel 85
Music and Film Festival. Councilor Finkam expressed concern with moving forward with the festival 86
without any additional support. Specifically, she expressed concern that other city departments would be 87
spending money out of their budgets to help staff and put on the festival. 88

the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional 105
Appropriation of Funds from the General Fund #101 to the 2020 Carmel Police Department Budget. 106
Councilor Rider moved to introduce the item into business. Councilor Finkam seconded. Councilor Rider 107
introduced the item to Council. Chief James Barlow, Carmel Police Department, presented the item to 108
Council. Council President Campbell opened the public hearing at 6:39:54 p.m. 109

Council of the City of Carmel, Indiana, Certain Matters in Connection with the Integrated 126th Street 146
Corridor Economic Development Area (The Corner Allocation Area). Councilor Worrell moved to 147
introduce the item into business. Councilor Rider seconded. Councilor Worrell introduced the item to 148
Council. Councilor Aasen moved to approve Resolution CC 07-06-20-01. Councilor Rider seconded. 149
There was no Council discussion. Council President Campbell called for the vote. Resolution CC 07-06-150

the Common Council of the City of Carmel, Indiana, Amending Section 8-48 of the Carmel City Code. 154

Worrell introduced the item to Council. Jon Oberlander, Assistant Corporation Counsel, presented the 156

Council President Campbell announced Resolution CC 07-06-20-02; A Resolution of the Common 164
Council of the City of Carmel, Indiana, Re-Affirming the City’s Commitment to “Excellence in Policing”. 165
Councilor Finkam moved to introduce the item into business. Councilor Worrell seconded. Councilor 166
Finkam introduced the item to Council. Chief James Barlow addressed Council. Councilor Rider 167
expressed his support for this resolution and the Carmel Police Department. Councilor Aasen noted that it 168
is possible to oppose racism, support freedom of speech and support the police and he believes this 169
resolution strikes the right balance. Councilor Hannon encouraged the chief to reach out to groups who 170
are critical for a constructive dialogue. Councilor Finkam moved to approve Resolution CC 07-06-20-02. 171
Councilor Rider seconded. There was no Council discussion. Council President Campbell called for the 172
vote. Resolution CC 07-06-20-02 was approved 9-0. 173

the Common Council of the City of Carmel, Indiana, Adding Chapter 2, Article 1, Section 2-9.4 to the 176
Carmel City Code. Councilor Aasen moved to introduce the item into business. Councilor Finkam 177
seconded. Councilor Aasen introduced the item to Council. Jeff McDermott, President and CEO of the 178
Center for the Performing Arts, presented the item to Council. Doug Haney, Corporation Counsel, 179
addressed Council. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Worrell 180
seconded. There was no Council discussion. Council President Campbell called for the vote. The motion 181

the vote. The motion to appoint Shannon Minnaar was approved 8-0 (Green not present). 212
