Rider, Sue Finkam, Adam Aasen, 8 Anthony Green, Tim Hannon, H. Bruce Kimball, Miles Nelson, Jeff Worrell and Deputy Clerk Jacob 9 Quinn were present. 10 11 Council President Campbell called the meeting to order at 6:00 p.m. 12 13 AGENDA APPROVAL 14 15 Agenda was approved unanimously. 16 17 INVOCATION 18 19 Mike Polster, Northview Christian Church, delivered the Invocation 20 21 Councilor Aasen led the Pledge of Allegiance. 22 23 RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS 24 25 There were none. 26 27 RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL 28 29 Jefty McKinney addressed Council with concerns about children congregating at Veteran’s Way Garage. 30 31 Diana Prickett addressed Council with concerns about children congregating at Veteran’s Way Garage. 32 33 COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS 34 35 Councilor Aasen thanked Councilor Worrell for his work on the 4th of July fireworks. 36 37 Councilor Hannon spoke on the importance of individuals wearing masks to help slow the spread of 38 Covid-19. 39 40 Councilor Finkam explained that State Representative Donna Schaibley has worked on the bills in the 41 legislature would allow locals to establish their own dates and times for fireworks. 42 43 Councilor Worrell noted that Councilors have clear barriers between each other, and he also thanked 44 Mayor Brainard for his work on the 4th of July Fireworks. General Claims $ 3,194,812.25 65 66 ACTION ON MAYORAL VETOES 67 68 There were none. 69 70 COMMITTEE REPORTS 71 72 Councilor Finkam reported that the Finance, Utilities and Rules Committee had met and Ordinance D-73 2488-19 remains in committee. 74 75 Councilor Rider announced that Land Use and Special Studies Committee had not met. 76 77 OTHER REPORTS – (at the first meeting of the month specified below): 78 79 Henry Mestetsky, Executive Director of the Carmel Redevelopment Commission, gave the monthly 80 report 81 82 The Carmel Historic Preservation Commission report was included in the packet. 83 84 Nancy Heck, Director of Community Relations and Economic Development, gave a report on the Carmel 85 Music and Film Festival. Councilor Finkam expressed concern with moving forward with the festival 86 without any additional support. Item remains TABLED. 99 100 101 PUBLIC HEARINGS 102 103 Council President Campbell announced the First Reading of Ordinance D-2529-20; An Ordinance of 104 the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional 105 Appropriation of Funds from the General Fund #101 to the 2020 Carmel Police Department Budget. 106 Councilor Rider moved to introduce the item into business. Councilor Finkam seconded. Councilor Rider 107 introduced the item to Council. Chief James Barlow, Carmel Police Department, presented the item to 108 Council. Councilor Rider 167 expressed his support for this resolution and the Carmel Police Department. Councilor Aasen noted that it 168 is possible to oppose racism, support freedom of speech and support the police and he believes this 169 resolution strikes the right balance. Councilor Hannon encouraged the chief to reach out to groups who 170 are critical for a constructive dialogue.
