Please exercise caution and Do Not open attachments or click links from unknown senders or unexpected email. **** Carmel Plan Commission and City Council: th This letter is in opposition to the application by Epcon LLC to rezone the 59 acres to PUD at 2724 East 136 Street and Keystone Parkway (“the Hull property”). We reside (and have for many years) at 13648 Smokey Hollow Pl (on the west side of Smokey Hollow Pl) which is directly adjacent to the Hull property, with the entrance to our neighborhood within several feet of the current gravel road entry onto the Hull property. While we appreciate that Epcon has reduced its total number of proposed homes under its current petition, other issues still remain. Our specific neighborhood is concerned about adding significant traffic to this already congested traffic area. The traffic issues surrounding this proposed development have not been discussed in any detail. We have first hand knowledge of the traffic situation at 136th and the proposed entrance to the Hull property, as we are directly next to it and drive and walk by it several times per day. We (both being over age 55) enter and leave our neighborhood by car approximately 5 combined times per day (and add more when driving children are home). If you assume the 55 and overs in the proposed neighborhood will do the same, that could potentially add 750 additional car trips to this area on any given day and time. Many trips of those 55 and over persons will coincide with the new school hours. There are several times per week (and not just at rush or school hours) that we wait a very long time to be able to enter onto 136th from our neighborhood. And my husband is intimately aware of the traffic problems, as his car was totaled when he was hit from behind one evening (not rush hour time) while waiting for east bound traffic to clear so that he could turn into our neighborhood. Additional potential development on the south side of 136th street could exacerbate the congestion. Epcon says the traffic issues are not its problem, and has offered no suggestions or solutions. Clearly, though, the proposed addition of possibly 300 or more vehicles added to this already overloaded stretch of road should be addressed by Epcon or the City engineer before the project can move forward. Additionally, there is heavy foot and bike traffic in this same area, and additional entering/exiting vehicles will add to safely concerns. Sincerely, Sally and John Gardner 1
