Subject: Opposition to Current Proposed PUD for Epcon
Dear Joe:
Thank you for accepting our fourth letter regarding this latest proposal from Epcon. We wish to express
our extreme disappointment in the Planning Sub-Committee changing their minds about this project
over a very few shorts weeks and we are asking the Planning Commission to please continue the due
diligence on this project so our homeowners’ voices can be heard.
Our homeowners have written over 100 letters and that continues to mount. However, many of the
main concerns have not been addressed by Epcon or the Sub-Committee and that has been very
troubling as 13-year residents of Smokey Ridge. We respectfully ask the Planning Commission to
continue to do due diligence on this project and take action on the following:
• Meet with and hear out all the concerns the homeowners have laid out as led by residents Kyle
Monke and Pierre Twer,
• Visit the current Zionsville property that Epcon built and decide if this is what fits in Carmel, as
Mr. Kestner described Epcon’s layout as “barracks-like,”
• Recognize that with the elevation change, powerlines, drainage, and historical house, there are
only 35 buildable acres resulting in 4.25 homes/acre, exceeding the R-1 ratio of 2.9,
• Understand the negative impact to the safety of the community with the 625% increase in
traffic through our neighborhood and
• Come to our neighborhood on a site visit to understand the negative impact to the forestry in
our community.
We urge the Planning Commission to please do the due diligence on such an important decision. We
feel that the Planning Sub-Commission has not gathered all the information needed to make a good
decision for the city of Carmel and the taxpayers.

families.
