Dear Planning Commission Members,
I am a Foster Estates resident who stands to have 2-3 homes with vinyl fencing, a locked off courtyard and sub-par
architecture built on a slab out my back window. The expectation when we purchased our home six years ago was that
Carmel would honor the R-1 zoning and we would have a similar neighborhood built behind us one day. So, why have
spent 3 years reviewing proposals that are all high density PUD's? Perhaps because the land is overpriced so every
developer who considers it must cram as many homes into the land as possible...including on utility easements. There is
nothing similar or neighborly about the current proposal being reviewed. The current plan allows for no transition from
custom homes with 30% lot coverage and lots 100' wide to 50-60' wide lots with 70% coverage.
We appreciate that Epcon added in 20 ft of buffer land but based on their development in Zionsville, we are not
optimistic that the existing trees will be kept and/or survive the construction damage to their roots. The only homes
removed were on the south side of the property but lot size and coverage were not improved upon.
I could go on further about the traffic, monotony and Epcon's poor local reputation but you all know this. It's very
concerning that many members of the commission had such a change in their opinions while Epcon's plan changes did
not drastically improve from one meeting to the next. Everyone keeps saying "well, it could be worse." But it also could
be so much better! Isn't that what we want for our community? Why should we, as a community and
consolidated group of neighborhoods, settle??
