This memorandum is intended to accompany the Hobby Horse Barn (HHB) building permit submittal to provide a little history on our past efforts. Initially the intent was to remodel the
existing HHB into a 9-month activity center for the Jackson’s Grant Community. This barn was built back in the 1930’s. Remodeling plans were prepared and a permit was acquired from
both the State of Indiana and the City of Carmel (permit #18090175). Additionally a site development plan was prepared by our engineer and submitted in conjunction with the overall
construction plans for Jackson’s Grant Section 5. These plans were approved in February 2017.
When the remodeling of the HHB commenced, we unfortunately hit several obstacles, such as failing foundations, shifted walls and other issues that convinced us that remodeling such an
old structure was not in the best interest of the Jackson’s Grant HOA. The decision was made to demolish the old HHB (demolition permit receipt reference ID #19060211) and begin the
design of a new HHB to take its place. We worked with a barn manufacturing company out of Morris, Connecticut. Harvest Moon Timber Frame, LLC was able to custom design a barn that
is almost identical to the old HHB. In working with a local architect, MAIN Architects, we were also able to design the interior to match the original plans.
We then had Stoeppelwerth & Assoc. revise the Site Development plan. The main changes to this plan were to raise the building just under a foot to accommodate the sanitary sewer lateral.
The old building was actually too low for the site and was requiring us to lower the top of casting on the existing sanitary sewer manhole to meet IDEM’s one-foot rule. By raising
the FFE of the building we can eliminate the manhole revisions. We were also able to remove a proposed storm structure in the front parking area. Because of the additional grade,
we were able to obtain positive drainage to the street. But for the most part, the parking lot and overall layout of the site is generally the same as the previously approved plans.
Our Erosion Control bond remains intact for the JG Sec 5 plans that cover this work activity.
We have since re-submitted the new HHB plans and received a new State Permit. In talking with Angie Conn recently, we felt going through a building permit process for the new structure
seemed the proper way to proceed. We have included in the submittal the revised Site Development Plan, detail sheet and new landscape plan.
