Docket No. PZ-2020-00127 Huntington Bank C2 Rezone The City is seeking to rezone the real estate located at 1215 S Range Line Road, from the B-8 Business district within the Range Line Road Overlay Zone to the C-2/Mixed Use District. The Site is located in the northeast quadrant of the Range Line Road - Executive Drive roundabout. Filed by the Department of Community Services on behalf of the Carmel Plan Commission. Project Overview: The purpose of this rezone is to facilitate the ongoing redevelopment efforts of real estate in the area of the Range Line Road and Executive Drive roundabout, including the Proscenium mixed used development project in the SW quadrant and proposed South Range Line Redevelopment in the NW quadrant - both properties being zoned C-1/City Center District. This rezone proposal is limited to the 1.88 acre parcel owned by Huntington Bank, more commonly known as the former Walgreens pharmacy location. There are no specific plans which accompany this request, however, the goal of the City for this site is to construct a residential mixed-use building capitalizing on the Range Line Road; with ground floor commercial uses, including a significant area for a Huntington Bank branch and sufficient parking for cars and bikes. Besides the C-1 zoned parcels located west of the site, all other surrounding and adjacent parcels are zoned B-8/Business, with exception of a small notch of R-1/Residential zoning from a single-family property fronting onto Shoshone Drive that will be respected when project development advances. A DP/ADLS public hearing will be held by the Plan Commission Hearing Officer as is standard for the C2 district. The hearing will occur when a Development Plan is filed, after TAC review and design review by the CRC Architectural Committee. The Development Standards of the C2/Mixed-Use District are found in Article 2, Sections 2.35 & 2.36 of the Carmel Unified Development Ordinance. The Site is located within the Amended 126th Street Economic Development Area, however, it is likely a site-specific TIF agreement will be an important aspect of project implementation. Because this rezone is consistent with existing policy and complementary to zoning and uses already established in the area, the Department of Community Services is in support of this rezone request. Recommendation: The Department of Community Services recommends the Plan Commission vote to suspend their rules of procedure to forward this item to City Council with a Favorable Recommendation this evening.
