HomeMy WebLinkAboutLetter #01 Neighborhood Concerns presented at PC Meeting 09-15-20Building Heights As noted form Carmel Plan Commission document​:​Docket No. PZ-2020-00006 OA: Clay Terrace PUD Amendment New maximum building heights are proposed, going from 65’ to 100’ adjacent to US 31. Buildings more than 300’ away from the western property line are proposed to go from 55’ to 70’. Buildings closer than 300’ to the western property line are proposed to increase from 45’ to 55’. For reference, 300’ is located at about the front (NE corner) of Dick’s sporting goods. The Dick’s building as well as the other two-story buildings are about 40’ tall to the top of the parapet. ​Staff would like to look into these heights further to understand the requested increases, especially within 300’ of the single family residential, along the Western property line​. ●We feel that the existing zoning of 45 ft height within 300 feet of the western property line should remain. Adjusting zoning to the requested 55 feet, would allow 55 foot structures as close to 50 feet from the western property line in phase 2 or 3 of the Clay Terrace revitalization process, which has not yet been detailed. ○An additional 3rd layer of height requirement should include a limitation within 150 feet of the western property line up to 40 ft ■Within 100 feet of the fencing along the eastern edge of the current 50 buffer of trees, western edge of current parking/drive area. ●Lighted signage on buildings within 300 feet of the western property line should not be permitted on the western facing side of any structure ○The height of lighted signage not to exceed 30 feet high from ground level. ●Current fence (8 feet) along the east/southwestern border of the 50 foot wooded buffer should be increased to a 10 or 12 foot fence to reduce light and visibility of the higher structures being proposed on the site from the residential areas, especially during the winter months when the wooded buffer has no foliage. ○Fence should be continuous around the entire perimeter of the PUD property - currently there is a gap near the drainage culvert along the south and western section of the property. Noise ●Outdoor concert/movie venue design: Music should be directed in northeastern direction to minimize noise transfer into the South and West residential areas ●Building placement and design (specifically the hotel in the provided renderings) so as to not reflect the concert music off the building, with “return sound” into the noted residential areas ●Current fence (8 feet) along the east/southwestern border of the 50 foot wooded buffer should be increased to a 10 or 12 foot fence to reduce noise from the proposed increased population within the center with the added hotel, business, residential and potential drive-up restaurant traffic. ○Fence should be continuous around the entire perimeter of the PUD property - currently there is a gap near the drainage culvert along the south and western section of the property. Construction Noise ●Hours of construction need to be restricted to start after 8AM and stop before 8PM. Traffic Clay Terrace Boulevard ●Plans to constrain the street to 1 lane each way (“Street Diet”) will further back up traffic already unsafely backed up on 146th St. westbound turning into Clay Terrace from a double to a single left turn lane to access the proposed single southbound lane. ○There is no alternative entrance into Clay Terrace along westbound 146th St./US31. ●Newly added Right turn access from eastbound 146th St. does not have separation curbing from 146th St. (similar to 146th & Gray Rd. gas station) as was indicated when Clay Terrace submitted their proposal to the county. ○The restriction of westbound left-turn access to Clay Terrace Blvd. will further exacerbate the current issue of westbound traffic bypassing the left turn lanes at Clay Terrace Blvd. and making a U-turn into the right turn access lane of eastbound 146th St. Alternative Access to Clay Terrace from US31 ●Provide for an entrance into Clay Terrace from the US31/Range Line ramp along the eastern border of the center (currently at/near the dog park/grass area - see diagram attached). ○This would provide an additional 2 left turn lanes along 146th. St. (on the bridge currently for the US31/Rangeline Rd. ramp) and would provide a more direct entrance for the new proposed east side of Clay Terrace hotel, office building and residential. No New Roads into Stonehenge Neighborhood ●We do not want any additional access from Clay Terrace, Circle Drive or any other access point into the neighborhoods. ●Increasing access would only add additional traffic for those seeking an alternative route to bypass Clay Terrace ●Increasing transient traffic also adds to our neighborhoods security risk of “non-resident” traffic. Security ●This proposal will lead to 400-600 additional people working and living in Clay Terrace. ○This will include both permanent residents in apartments as well as transient hotel residents. ●Security should be adjusted to properly manage the proposed changes ○This should include: ■Higher level of security training and larger staffed security force than what is currently . ■Camera surveillance ■Keeping our Neighborhood separate from Clay Terrace would help enhance security. ●No additional access streets to Clay Terrace from bordering neighborhoods ■Current fence (8 feet) along the east/southwestern border of the 50 foot wooded buffer should be increased to a 10 or 12 foot fence. ●Fence should be continuous around the entire perimeter of the PUD property - currently there is a gap near the drainage culvert along the south and western section of the property.
