COMMON COUNCIL
MEETING MINUTES
MONDAY, SEPTEMBER 21, 2020 – 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Laura Campbell; Council Members: Kevin D. Rider, Adam Aasen, Anthony Green,
Tim Hannon, H. Bruce Kimball, Miles Nelson, Sue Finkam, Jeff Worrell and Deputy Clerk Jacob Quinn
were present.
Council President Campbell called the meeting to order at 6:00 p.m.
AGENDA APPROVAL
Agenda was approved unanimously.
INVOCATION
Pastor Josh Husmann, Mercy Road Church, delivered the Invocation
Councilor Hannon led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
There were none.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
TiGre McNair, Carmel Against Racial Injustice, asked Council to consider that the “Waiting to Cross”
statute is outdated, and the African American community would like to have input on art. She stated that
they are grateful for the opportunity to have the statues, they just ask that the City consider what they look
like. She explained that the statues are an outdated representation of how the African American
community views themselves.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
There were none.
CONSENT AGENDA
Councilor Rider moved to approve the consent agenda. Councilor Nelson seconded. There was no
Council discussion. Council President Campbell called for the vote. The motion was approved 9-0.

COMMITTEE REPORTS
Councilor Finkam reported that the Finance, Utilities and Rules Committee had met and discussed
Resolution CC 08-17-20-03 and the report would be given when the item appears on the agenda.
Councilor Green reported that the Land Use and Special Studies Committee had not met.

OLD BUSINESS
Council President Campbell announced the Nineteenth Reading of Ordinance D-2488-19; An
Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 8, Article 6,
Sections 8-56(d) and 8-58(a). Item is Tabled. Councilor Finkam moved to remove the item from the
Table. Councilor Rider seconded. There was no Council discussion. Council President Campbell called
for the vote. The motion was approved 8-0 (Nelson absent). Councilor Finkam presented that the
ordinance was coming back from the Finance, Utilities and Rules Committee with a negative 3-0
recommendation. Councilor Finkam moved to amend Ordinance D-2488-19 by inserting Version B in
whole. Councilor Rider seconded. There was brief Council discussion. Council President Campbell called
for the vote. The motion to amend was approved 9-0. Councilor Worrell moved to amend further by
striking current on line 27 and inserting dated. Councilor Rider seconded. There was no Council
discussion. Council President Campbell called for the vote. The motion to amend was approved 9-0.
Councilor Finkam moved to approved Ordinance D-2488-19 As Amended. Councilor Worrell seconded.
There was brief Council discussion. Council President Campbell called for the vote. Ordinance D-2488-
19 As Amended was approved 9-0.
Council President Campbell announced Resolution CC 08-17-20-03; A Resolution of the Common
Council of the City of Carmel, Indiana, Authorizing an Amended and Restated Revenue Deposit
Agreement Between the City of Carmel, Indiana, and the City of Carmel Redevelopment Commission.
Councilor Finkam announced that the item is returning from the Finance, Utilties and Rules Committee
with a positive 4-0 recommendation As Amended. The committee inserted version 2 in whole of the
Revenue Deposit Agreement and amended the resolution further by inserting a 4-year trigger where the
supplemental reserve would be revisited. Bruce Donaldson, Barnes and Thornburg, presented to Council.
Loren Matthes and Heidi Amspaugh, Baker Tilly, presented to Council. Councilor Finkam moved to

approve Resolution CC 08-17-20-03 As Amended by the Finance, Utilities and Rules Committee.
Councilor Rider seconded. There was no Council discussion. Council President Campbell called for the
vote. Resolution CC 08-17-20-03 As Amended was approved 9-0.
PUBLIC HEARINGS
Council President Campbell announced the First Reading of Ordinance D-2536-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional
Appropriation of Funds from the General Fund #101 to the 2020 Mayor’s Office Budget. Councilor
Worrell moved to introduce the item into business. Councilor Rider seconded. Councilor Finkam
introduced the item to Council. Councilor Nelson requested that the item go to the Finance, Utilities and
Rules Committee for further discussion. There was extensive Council discussion. Council President
Campbell opened the Public Hearing at 6:52 p.m. Seeing no one who wished to address Council, Council
President Campbell closed the public hearing at 6:52:15 p.m. Council President Campbell referred the
item to the Finance, Utilities and Rules Committee.
NEW BUSINESS
Council President Campbell announced the First Reading of Ordinance D-2540-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 3, Division II, Section
2-42 of the Carmel City Code. Councilor Rider moved to introduce the item into business. Councilor
Finkam seconded. Councilor Finkam introduced the item to Council. Barb Lamb, Director of Human
Resources, presented the item to Council. Council President Campbell referred the item to the Finance,
Utilities and Rules Committee
Council President Campbell announced Resolution CC 09-21-20-01; A Resolution of the Common
Council of the City of Carmel, Indiana, Authorizing Participation in the Indiana Debt Set-Off Program.
Councilor Rider moved to introduce the item into business. Councilor Finkam seconded. Benjamin
Legge, Assistant Corporation Counsel, presented the item to Council. Councilor Rider moved to approve
Resolution CC-09-21-20-01. Councilor Nelson seconded. There was no Council discussion. Council
President Campbell called for the vote. Resolution CC 09-21-20-01 was approved 9-0.
Council President Campbell announced Resolution CC 09-21-20-02; A Resolution of the Common
Council of the City of Carmel, Indiana, Designating and Providing the Place Where the Carmel City
Court Judge Shall Hold Regular Sessions of the Carmel City Court. Councilor Worrell moved to
introduce the item into business. Councilor Rider seconded. Councilor Worrell presented the item to
Council. Councilor Rider moved to approve Resolution CC-09-21-20-02. Councilor Worrell seconded.
There was no Council discussion. Council President Campbell called for the vote. Resolution CC 09-21-
20-02 was approved 9-0.
Council President Campbell announced the First Reading of Ordinance D-2541-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 3, Article 1, Division 2, Section
3-30 of the Carmel City Code. Councilor Finkam moved to introduce the item into business. Councilor
Rider seconded. Councilor Finkam presented the item to Council. Councilor Finkam moved to suspend
the rules and act on this tonight. Councilor Rider seconded. There was no Council discussion. Council
President Campbell called for the vote. The motion was approved 9-0. Councilor Finkam moved to
approve Ordinance D-2541-20. Councilor Rider seconded. There was no Council discussion. Council
President Campbell called for the vote. Ordinance D-2541-20 was approved 9-0.
