Project Location and Description The project is in Hamilton County, Carmel, IN and has an address of 210 Veterans Way, Carmel, IN 46032. The site is in the SE Quarter of Section 25, Township 18N, Range 3E, and is at Latitude 39° 58’ 35” N and Longitude 86° 07’ 43” W. The overall project area is a total of 0.83 acres and is presently being used as the site of the Carmel Fire Buffs Museum. See Attachment 1 for project location map. 2. Existing Conditions The existing site is a 0.83 acre area containing the Carmel Fire Buffs Museum and several associated buildings. All buildings on site are scheduled to be demolished as part of a separate project. The project site is mostly made up of impervious area except for a few small grass areas at the north end of the site. The site mostly drains to an internal network of storm sewers that exits to the storm sewer system in Veterans Way. The storm sewer system in Veterans Way eventually connects into the Morrow – Follett Legal Drain, which is a 30-inch pipe located along the east side of the street. The soil group that makes up the site is classified as Orthents (see Attachment 2 for soil survey). The site is not in any 100-year floodplain, floodway or floodway fringe (Zone X) per FIRM Flood Insurance Rate Map Number 18057C0207G, dated November 19, 2014 (See Attachment 3). Off-site flow drains to the site from downspouts located on the building to the south and also from the parking garages of the apartment complex to the northwest of the site (See Attachment 4 for existing drainage area map). 3. Proposed Conditions The proposed site is a 0.83 acre area. Drainage from the building roof, west side of the site and south side of the site will be collected and routed through an underground detention basin located under the service drive on the south side of the building. Areas to the east of the building will direct discharge to Veterans Way and be picked up by the existing street drainage system. Area to the north of the building will be picked up by a drainage trench with an underdrain and discharged to the storm system in Veterans Way. Areas draining to the detention basin are made up of concrete, roof, grass and gravel mulch (See Attachment 5 for proposed drainage area map and Attachment 6 for ‘C’ value calculations). 4 Carmel Clay Community Building Project No. 1963-1025-90 Date:8/20/2020 Due to the limited area for detention on the site, release rates based on Carmel’s redevelopment standards were used. This calls for the 10-year and 100-year storms of the proposed site to be released at the rates of the 2-year and 10-year storms of the existing site. Detention was sized to accommodate both onsite and offsite flow while accounting for direct discharge. See Table 1 for the drainage summary of the site. The release structure will have a 7.0 inch orifice (invert elevation of 817.6) and a concrete weir (elevation of 820.7). The weir was set at an elevation to release the 100-year onsite flow at a rate of 1.82 cfs which when combined with the flow from direct discharge areas totals 2.99 cfs. This is less than the required 4.16 allowable discharge rate from the site. 5 Carmel Clay Community Building Project No. 1963-1025-90 Date:8/20/2020 Additional flow from offsite areas will be discharged over the weir. See Attachment 7 for drainage basin runoff calculations and detention design calculations. The piped storm system is designed to carry the 10-year storm of both the onsite flow and offsite flow with the Hydraulic Grade Line of 100-year storm remaining below rim elevations. See Attachments 8 storm sewer calculations and inlet grate capacities. Water quality calculations for the site were done per “The City of Carmel Stormwater Technical Standards Manual”. Flow required for the water quality unit was calculated to be 0.94 cfs (see Attachment 9). The water quality unit will treat approximately 0.18 acres of offsite flow to offset the approximately 0.19 acres of onsite direct discharge. Water quality for the site consists an Aqua Swirl XCelerator Model XC-3 (off-line) just prior to the detention basin with a maximum treatment flow of 1.13 cfs. Water quality unit selection was based on flow rates provided in the City of Indianapolis SQU Selection Guide. After leaving the detention basin, flow will enter the existing drainage system in Veterans Way. The existing downstream pipe has a diameter of 12-inches and a capacity of approximately 4.5 cfs. Flow entering the pipe from the proposed site and the street for the 10-year storm will be approximately 2.5 cfs. When adding in additional area for the change in piping due to future work in Veterans Way, the total flow to the 12-in pipe will be approximately 3.32, which is still below the 4.5 cfs capacity of the pipe. See Attachment 10 for downstream capacity check. 4. Design Analysis Considerations & Tools Design was based on “The City of Carmel Stormwater Technical Standards Manual”. Runoff coefficients and rainfall intensities were taken from the above referenced manual. Times of concentration were assumed to be 5 minutes due to impervious cover or the short flow length of each basin. Detention volumes, flows, and hydrographs were designed using the Rational Method and Hydraflow Hydrographs software.
