Department Report 10-26-201 of 1 CARMEL BOARD OF ZONING APPEALS | HEARING OFFICER DEPARTMENT REPORT MONDAY, OCTOBER 26, 2020 (V) McCardwell House Width Variance. The applicant seeks the following development standards variance approval: 1. Docket No. PZ-2020-00160 V UDO Section 3.64.C.1 Max. 45’ house width allowed, 51.5’ proposed. The site is located at 450 1st Ave NW. It is zoned R2/Residence and Old Town Overlay District, Character Subarea. Filed by John Hefton of Old Town Design Group, on behalf of Terry & Kimmi McCardwell, owners. General Info & Analysis: The Petitioner seeks approval to build a new single-family house with attached garage in the Old Town Overlay District. The garage face will be set back 15-ft from the front face of the front porch, so that it is not the dominant feature on the front façade of the home. The proposed house width is 51.5’, whereas the maximum allowed width is 45’. This is a variance of 6.5’, or 14%. The parcel of land is 66’ wide. This is the only variance needed. The proposed house will meet all other development standards required by the Old Town Overlay District, Character Subarea, such as setbacks, lot cover, building height, etc. Please see the Petitioner’s informational packet for more detail on the variance request. The Unified Development Ordinance (UDO section 3.64.C.1) requires the following for Building Mass: a. Buildings shall be oriented parallel and perpendicular to the street. b. Buildings shall generally be longer than they are wide, with the narrow dimension facing the street. Building widths shall not exceed 45 feet, except where the lot is greater than 80 feet in width, in which case the building may be up to 55 feet wide. The Petitioner addressed all the planning/zoning review comments, and the Planning Dept. supports this variance request.
