COMMON COUNCIL
MEETING MINUTES
MONDAY, OCTOBER 19, 2020 – 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Laura Campbell; Council Members: Kevin D. Rider, Adam Aasen, Anthony Green,
Tim Hannon, H. Bruce Kimball, Miles Nelson, Sue Finkam, Jeff Worrell and Deputy Clerk Jacob Quinn
were present.
Council President Campbell called the meeting to order at 6:00 p.m.
AGENDA APPROVAL
Councilor Finkam moved to amend the agenda by adding Resolution CC-10-19-20-02 under Agenda
Add-On Items. Councilor Rider seconded. There was no Council discussion. Council President Campbell
called for the vote. The motion was approved 9-0. The amended agenda was approved unanimously.
INVOCATION
Rev. George Davis delivered the invocation.
Councilor Aasen led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
There were none.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
Matt Milam addressed Council regarding sign stealing in Carmel.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
There were none.
CONSENT AGENDA
Councilor Rider moved to approve the consent agenda. Councilor Aasen seconded. There was no Council
discussion. Council President Campbell called for the vote. The motion was approved 9-0.

OLD BUSINESS
Council President Campbell announced the Third Reading of Ordinance D-2540-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 3, Division II, Section
2-42 of the Carmel City Code; Sponsor: Councilor Finkam. Item Remains in the Finance, Utilities and
Rules Committee.
Council President Campbell announced the Second Reading of Ordinance D-2546-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Establishing the Appropriations for the 2021
Budget. There was extensive Council discussion about the 2021 appropriation as it relates to public
safety. Councilor Finkam moved to approve Ordinance D-2546-20. Councilor Aasen seconded. There was
no Council discussion. Council President Campbell called for the vote. Ordinance D-2546-20 was
approved 8-1 (Green opposed).
Council President Campbell announced the Second Reading of Ordinance D-2542-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Fixing Salaries of Appointed Officers and
Employees of the Carmel City Clerk for the Year 2021. Councilor Finkam moved to approve Ordinance
D-2542-20. Councilor Rider seconded. There was no Council discussion. Council President Campbell
called for the vote. Ordinance D-2542-20 was approved 9-0
Council President Campbell announced the Second Reading of Ordinance D-2543-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Fixing Salaries of Appointed Officers and
Employees of the Carmel City Court for the Year 2021. Councilor Rider moved to approve Ordinance D-
2543-20. Councilor Finkam seconded. There was no Council discussion. Council President Campbell
called for the vote. Ordinance D-2543-20 was approved 9-0.
Council President Campbell announced the Second Reading of Ordinance D-2544-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Fixing Salaries of Appointed Officers and
Employees of the City of Carmel, Indiana, for the Year 2021. Councilor Finkam moved to amend
Ordinance D-2544-20 by inserting in whole Version A. Council Rider seconded. There was no Council
discussion. Council President Campbell called for the vote. The motion passed 9-0. Councilor Finkam
moved to approve Ordinance D-2544-20 As Amended. Councilor Rider seconded. There was no Council
discussion. Council President Campbell called for the vote. Ordinance D-2544-20 As Amended was
approved 9-0.

Council President Campbell announced the Second Reading of Ordinance D-2545-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Fixing Salaries of Elected Officials of the City of
Carmel, Indiana, for the Year 2021. Councilor Finkam moved to approve Ordinance D-2545-20.
Councilor Rider seconded. There was no Council discussion. Council President Campbell called for the
vote. Ordinance D-2545-20 was approved 9-0.
PUBLIC HEARINGS
Council President Campbell announced the First Reading of Ordinance Z-656-20; An Ordinance of the
Common Council of the City of Carmel, Indiana, Establishing the Courtyards of Carmel Planned Unit
Development. Councilor Rider moved to introduce the item into business. Councilor Finkam seconded.
Councilor Rider introduced the item to Council. Steve Hardin, Faegre Drinker, present the item to
Council. Council President Campbell opened the public at 7:05 p.m.
Derek Empie expressed concerns with the ascetics, density, and traffic of the prosed project, among other
concerns.
Matt Uber echoed the previous concerns mentioned and emphasized that the traffic will be an issue.
Sharon Gratigny reiterated how important a physical barrier is for the surrounding neighbors.
Christine Lowery expressed concerns about the density od the project.
Kyle Monke expressed concerns with the windows in the back, the berm and the side yard buffer on Matt
Street.
Jeff Rowe echoed concerns of the other neighbors.
Seeing no one else who wished to address Council, Council President Campbell closed the public hearing
at 7:20 p.m. Council President Campbell referred the item to the Land Use and Special Studies
Committee.
Council President Campbell announced the First Reading of Ordinance Z-657-20; An Ordinance of the
Common Council of the City of Carmel, Indiana, Rezoning the Parcel Located in the Northeast Quadrant
of Range Line Road and Executive Drive from the B-8 Business District Within the Range Line Road
Overlay Zone to the C2/Mixed Use District. Councilor Finkam moved to introduce the item into business.
Councilor Rider seconded. Council Rider introduced the item to Council. Mike Hollibaugh, Director of
the Department of Community Services, presented the item to Council. Council President Campbell
opened the public at 7:24 p.m.
Seeing no one who wished to address Council, Council President Campbell closed the public hearing at
7:24:30 p.m. Council President Campbell referred the item to the Land Use and Special Studies
Committee.
Council President Campbell announced the First Reading of Ordinance Z-658-20; An Ordinance of the
Common Council of the City of Carmel, Indiana, Establishing Standards and Approval Process for Group
Homes in the Unified Development Ordinance. Councilor Rider moved to introduce the item into
business. Councilor Worrell seconded. Council Rider introduced the item to Council. Adrienne Keeling,
Department of Community Services, presented the item to Council. Council President Campbell opened
the public at 7:40:15 p.m.

Seeing no one who wished to address Council, Council President Campbell closed the public hearing at
7:40:30 p.m. Council President Campbell referred the item to the Land Use and Special Studies
Committee.
NEW BUSINESS
Council President Campbell announced Resolution CC-10-19-20-01: A Resolution of the Common
Council of the City of Carmel, Indiana, Approving a Transfer of Funds Between the 2020 Common
Council Budget and the 2020 Carmel Police Department Budget. Councilor Rider moved to introduce the
item into business. Councilor Finkam seconded. Council Finkam introduced the item to Council.
Councilor Finkam moved to approve Resolution CC-10-19-20-01. Councilor Worrell seconded. There
was no Council discussion. Council President Campbell called for the vote. Resolution CC-10-19-20-01
was approved 9-0.
Synopsis:
Transfers $40,000 from line item 4358700 – Hamilton County Economic Development Fee within the
2020 Common Council budget into line item 4357004 – External Instructional Fees, within the 2020
Carmel Police Department Budget in order to pay for “Enterrupting Racism Now” training.
Council President Campbell announced the First Reading of Ordinance D-2548-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing the Acquisition, Construction and
Installation of Certain Improvements for the Sewage Works System of the City of Carmel, Indiana, the
Issuance of Revenue Bonds to Provide the Cost Thereof, the Collection, Segregation and Distribution of
the Revenues of Such System, the Safeguarding of the Interests of the Owners of Such Revenue Bonds
and Other Matters Connected Therewith, Including the Issuance of Notes in Anticipation of Such Bonds,
and Repealing Ordinances Inconsistent Herewith. Councilor Finkam moved to introduce the item into
business. Councilor Rider seconded. Council Finkam introduced the item to Council. John Duffy,
Director of Utilities, presented the item to Council. Council President Campbell referred the item to the
Finance, Utilities and Rules Committee.
Council President Campbell announced the First Reading of Ordinance D-2549-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing Refunding of Prior Sewage Works
Revenue Bonds of the City of Carmel, Indiana, Authorizing the Issuance of the City of Carmel, Indiana
Sewage Works Refunding Revenue Bonds of 2020 to Provide Funds for the Payment of the Costs
Thereof, and Addressing Other Matters Connected Therewith. Councilor Finkam moved to introduce the
item into business. Councilor Rider seconded. Council Finkam introduced the item to Council. Scott
Hadler, Baker Tilly, presented the item to Council. Council President Campbell referred the item to the
Finance, Utilities and Rules Committee.
Council President Campbell announced the First Reading of Ordinance D-2550-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Concerning the Construction of Additions and
Improvements to the Waterworks of the City of Carmel, Indiana; Authorizing the Issuance of Revenue
Bonds for Such Purposes; Addressing Other Matters Connected Therewith, and Repealing Ordinances
Inconsistent Herewith. Councilor Finkam moved to introduce the item into business. Councilor Rider
seconded. Council Finkam introduced the item to Council. Council President Campbell referred the item
to the Finance, Utilities and Rules Committee.
Council President Campbell announced the First Reading of Ordinance D-2551-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing the Refunding of Prior Waterworks
Revenue Bonds of the City of Carmel, Indiana, Authorizing the Issuance of the City of Carmel, Indiana
Junior Waterworks Revenue Bonds of 2012, to Provide Funds for the Payment of Costs Thereof, and

Addressing Other Matters Connected Therewith. Councilor Finkam moved to introduce the item into
business. Councilor Rider seconded. Council Finkam introduced the item to Council. Scott Hadler, Baker
Tilly, presented the item to Council. Council President Campbell referred the item to the Finance, Utilities
and Rules Committee.
Council President Campbell announced the First Reading of Ordinance D-2547-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 2 Section 25 of the
Carmel City Code. Councilor Worrell moved to introduce the item into business. Councilor Rider
seconded. Council Worrell introduced the item to Council. There was extensive discussion about getting
feedback from the current members of the Carmel Public Art Advisory Committee. Council Presdient
Campbell held the item over and did not send it to committee.
AGENDA ADD-ON ITEMS
Council President Campbell announced Resolution CC-10-19-20-02: A Resolution of the Common
Council of the City of Carmel, Indiana, to Set Taxes Payable in 2021 and Authorization of Borrowing
Between Funds. Councilor Finkam moved to introduce the item into business. Councilor Aasen seconded.
Council Finkam introduced and presented the item to Council. Curt Coonrod, Coonrod and Associates,
presented on the item. Councilor Rider moved to approve Resolution CC-10-19-20-02. Councilor Nelson
seconded. There was no Council discussion. Council President Campbell called for the vote. Resolution
CC-10-19-20-02 was approved 9-0.
Synopsis:
Resolution finding the City’s 2021 property tax rate should not exceed 0.7877, the current year rate, and
showing how the DLGF should allocate the 2021 property levy/rates by Fund. Resolution also reaffirms
borrowing between funds for 2021 budget year.
