COMMON COUNCIL
SPECIAL MEETING MINUTES
THURSDAY, NOVEMBER 5, 2020 – 8:00 A.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Laura Campbell; Council Members: Kevin D. Rider, Adam Aasen, Tim Hannon, H.
Bruce Kimball, Miles Nelson, Sue Finkam, Jeff Worrell and Deputy Clerk Jacob Quinn were present.
Councilor Finkam joined the meeting remotely.
Councilor Anthony Green was not present.
Council President Campbell called the meeting to order at 8:01 a.m.
CLAIMS
Councilor Rider moved to approve Claims. Councilor Kimball seconded. There was no Council
discussion. Council President Campbell called for the vote. The motion was approved 8-0.
a. General Claims $3,040,447.07
b. Payroll $3,021,690.61 and $2,981,142.02
OLD BUSINESS
Council President Campbell announced the Second Reading of Ordinance D-2548-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing the Acquisition, Construction and
Installation of Certain Improvements for the Sewage Works System of the City of Carmel, Indiana, the
Issuance of Revenue Bonds to Provide the Cost Thereof, the Collection, Segregation and Distribution of
the Revenues of Such System, the Safeguarding of the Interests of the Owners of Such Revenue Bonds
and Other Matters Connected Therewith, Including the Issuance of Notes in Anticipation of Such Bonds,
and Repealing Ordinances Inconsistent Herewith. Councilor Finkam reported that the item is returning
from the Finance, Utilities and Rules Committee with a positive 3-0 recommendation. Councilor Finkam
also gave a summary of the discussion that took place in the Finance Committee. Councilor Finkam
moved to approve Ordinance D-2548-20. Councilor Rider seconded. There was no Council discussion.
Council President Campbell called for the vote. Ordinance D-2548-20 was approved 8-0
Council President Campbell announced the Second Reading of Ordinance D-2549-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing Refunding of Prior Sewage Works
Revenue Bonds of the City of Carmel, Indiana, Authorizing the Issuance of the City of Carmel, Indiana
Sewage Works Refunding Revenue Bonds of 2020 to Provide Funds for the Payment of the Costs
Thereof, and Addressing Other Matters Connected Therewith. Councilor Finkam reported that the item is
returning from the Finance, Utilities and Rules Committee with a positive 3-0 recommendation. Councilor
Finkam moved to approve Ordinance D-2549-20. Councilor Rider seconded. There was no Council
discussion. Council President Campbell called for the vote. Ordinance D-2549-20 was approved 8-0

Council President Campbell announced the Second Reading of Ordinance D-2550-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Concerning the Construction of Additions and
Improvements to the Waterworks of the City of Carmel, Indiana; Authorizing the Issuance of Revenue
Bonds for Such Purposes; Addressing Other Matters Connected Therewith, and Repealing Ordinances
Inconsistent Herewith. Councilor Finkam reported that the item is returning from the Finance, Utilities
and Rules Committee with a positive 3-0 recommendation. Councilor Finkam moved to approve
Ordinance D-2550-20. Councilor Rider seconded. There was no Council discussion. Council President
Campbell called for the vote. Ordinance D-2550-20 was approved 8-0
Council President Campbell announced the Second Reading of Ordinance D-2551-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing the Refunding of Prior Waterworks
Revenue Bonds of the City of Carmel, Indiana, Authorizing the Issuance of the City of Carmel, Indiana
Junior Waterworks Revenue Bonds of 2012, to Provide Funds for the Payment of Costs Thereof, and
Addressing Other Matters Connected Therewith. Councilor Finkam reported that the item is returning
from the Finance, Utilities and Rules Committee with a positive 3-0 recommendation. Councilor Finkam
moved to approve Ordinance D-2551-20. Councilor Rider seconded. There was no Council discussion.
Council President Campbell called for the vote. Ordinance D-2551-20 was approved 8-0
OTHER BUSINESS
There was none.
Council President Campbell adjourned the meeting at 8:09 a.m.
