COMMON COUNCIL
MEETING MINUTES
MONDAY, NOVEMBER 16, 2020 – 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Laura Campbell; Council Members: Kevin D. Rider, Adam Aasen, Anthony Green,
Tim Hannon, H. Bruce Kimball, Miles Nelson, Sue Finkam, Jeff Worrell and Deputy Clerk Jacob Quinn
were present.
Council President Campbell called the meeting to order at 6:00 p.m.
Councilor Hannon was present virtually.
AGENDA APPROVAL
Agenda was approved unanimously.
INVOCATION
Father James De Oreo, Our Lady of Mt. Carmel Church, delivered the Invocation
Councilor Finkam led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
There were none.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
Jackie Phillips spoke about concerns she and her organization, the Carmel Healthy Neighborhood
Alliance, have with the proposed gas station in the Village of West Clay because of benzyne that is
released into the air from gas stations. They propose that new gas stations should not be built with in 500
feet of residential areas.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
There were none.

Councilor Rider moved to approve the consent agenda. Councilor Green seconded. There was no Council
discussion. Council President Campbell called for the vote. The motion was approved 9-0.

ACTION ON MAYORAL VETOES
There were none.
COMMITTEE REPORTS
Councilor Finkam reported that the Finance, Utilities and Rules Committee had not met.
Councilor Green reported that the Land Use and Special Studies Committee had met and discussed Z-
656-20 which is coming back with a positive 3-1 recommendation and Z-657-20 with is coming back
with a positive 4-0 recommendation.
OTHER REPORTS – (at the first meeting of the month specified below):
Jenell Fairman, Deputy Director of the Carmel Redevelopment Commission, gave the monthly report.
Nancy Heck gave a report on the planned holiday activities in Carmel for 2020.
OLD BUSINESS
Council President Campbell announced the Fourth Reading of Ordinance D-2540-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 3, Division II, Section
2-42 of the Carmel City Code; Sponsor: Councilor Finkam. Item Remains in the Finance, Utilities and
Rules Committee.
Council President Campbell announced the Second Reading of Ordinance Z-656-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Establishing the Courtyards of Carmel Planned Unit
Development. Councilor Green announced that the ordinance was coming back from the Land Use and
Special Studies Committee with a positive 3-1 recommendation. Steve Hardin, Faegre Drinker, presented
to Council on the updated conditions document associated with the ordinance. Councilor Finkam moved
to approve. Councilor Rider seconded. There was extensive Council discussion. Council President
Campbell called for the vote. Ordinance Z-656-20 was approved 5-4 (Green, Kimball, Nelson and
Hannon opposed).

Council President Campbell announced the Second Reading of Ordinance Z-657-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Rezoning the Parcel Located in the Northeast
Quadrant of Range Line Road and Executive Drive from the B-8 Business District Within the Range Line
Road Overlay Zone to the C2/Mixed Use District. Councilor Green announced that the ordinance was
coming back from the Land Use and Special Studies Committee with a positive 4-0 recommendation.
Councilor Rider moved to approve. Councilor Green seconded. There was no Council discussion. Council
President Campbell called for the vote. Ordinance Z-657-20 was approved 9-0.
Council President Campbell announced the Second Reading of Ordinance Z-658-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Establishing Standards and Approval Process for
Group Homes in the Unified Development Ordinance. Item Remains in the Land Use and Special Studies
Committee.
Council President Campbell announced the Second Reading of Ordinance D-2547-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 2 Section 25 of the
Carmel City Code. This item was introduced and held over until this meeting. Councilor Worrell
presented on the item. Councilor Worrell moved to amend Ordinance D-2547-20 by inserting in whole
Version A. Council Finkam seconded. There was no Council discussion. Council President Campbell
called for the vote. The motion passed 9-0. Councilor Worrell moved to approve Ordinance D-2547-20
As Amended. Councilor Finkam seconded. There was no Council discussion. Council President Campbell
called for the vote. Ordinance D-2547-20 As Amended was approved 9-0.
PUBLIC HEARINGS
Council President Campbell announced the First Reading of Ordinance D-2552-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional
Appropriation of Funds from the General Fund #101 to the 2020 General Administration Budget.
Councilor Rider moved to introduce the item into business. Councilor Finkam seconded. Jim Crider,
Director of Administration, introduced the item to Council. Council President Campbell opened the public
hearing at 7:17 p.m.
Seeing no one who wished to address Council, Council President Campbell closed the public hearing at
7:20 p.m. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Finkam
seconded. There was no Council discussion. Council President Campbell called for the vote. The motion
was approved 9-0. Councilor Finkam moved to approve Ordinance D-2552-20. Councilor Rider
seconded. There was no Council discussion. Council President Campbell called for the vote. Ordinance
D-2552-20 was approved 9-0.
Council President Campbell announced the First Reading of Ordinance Z-659-20; An Ordinance of the
Common Council of the City of Carmel, Indiana, Establishing The Ambleside Point Planned Unit
Development District. Councilor Rider moved to introduce the item into business. Councilor Finkam
seconded. Jon Dobosiewicz, Nelson and Frankenberger, LLC, present the item to Council. Council
President Campbell opened the public hearing at 7:29 p.m.
Seeing no one who wished to address Council, Council President Campbell closed the public hearing at
7:29:30 p.m. Council President Campbell referred the item to the Land Use and Special Studies
Committee.

Council President Campbell announced the First Reading of Ordinance Z-660-20; An Ordinance of the
Common Council of the City of Carmel, Indiana, Rezoning 4 Parcels Located at the Northeast Corner of
Old Meridian Street and Main Street From the UC/Urban Core District to the C2/Mixed Use District.
Councilor Rider moved to introduce the item into business. Councilor Finkam seconded. Adrienne
Keeling, Department of Community Services, presented the item to Council. Council President Campbell
opened the public hearing at 7:34 p.m.
Seeing no one who wished to address Council, Council President Campbell closed the public hearing at
7:35 p.m. Council President Campbell referred the item to the Land Use and Special Studies Committee.
NEW BUSINESS
Council President Campbell announced the First Reading of Ordinance D-2553-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing the Issuance of Economic Development
Tax Increment Revenue Bonds to Support the Courtyards of Carmel Redevelopment Project, and
Authorizing and Approving Other Actions in Respect Thereto. Councilor Rider moved to introduce the
item into business. Councilor Nelson seconded. Bruce Donaldson, Barnes and Thornburg, presented the
item to Council. Council President Campbell referred the item to the Finance, Utilities and Rules
Committee.
Council President Campbell announced Resolution CC-11-16-20-01: A Resolution of the Common
Council of the City of Carmel, Indiana, Approving Certain Matters in Connection with the Establishment
of the 136th and Keystone Redevelopment Area (136th and Keystone). Councilor Rider moved to
introduce the item into business. Councilor Nelson seconded. Councilor Rider introduced the item to
Council. Councilor Rider moved to approve Resolution CC-11-16-20-01. Councilor Aasen seconded.
There was no Council discussion. Council President Campbell called for the vote. Resolution CC-11-16-
20-01 was approved 8-1 (Hannon opposed).
Council President Campbell announced First Reading of Ordinance D-2554-20; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Chapter 6, Article 5, Division VIII, Section
6-158 of the Carmel City Code. Councilor Worrell moved to introduce the item into business. Councilor
Nelson seconded. Councilor Worrell introduced the item to Council. Benjamin Legge, Assistant
Corporation Counsel, addressed Council on the item. Council President Campbell referred the item to the
Land Use and Special Studies Committee.
First Reading of Ordinance D-2555-20; An Ordinance of the Common Council of the City of Carmel,
Indiana, Establishing Four Municipal Riverfront Development Project Areas Within the City of Carmel.
Councilor Finkam moved to introduce the item into business. Councilor Rider seconded. Councilor
Finkam presented the item to Council. Council President Campbell referred the item to the Finance,
Utilizes and Rules Committee.
OTHER BUSINESS
Council made administrative changes to the Carmel Public Art Advisory Committee appointments.
Kelvin Okamoto is appointed by Councilor Hannon and Jill Reese is now appointed by Councilor Green.
