Docket No. PZ-2020-00214 ADLS Amend: Brookshire Plaza – Façade and Site Improvements The applicant seeks design approval for the renovation of the existing bank building on site for a new bank tenant. Building enhancements are in line with previous approvals for the entire shopping center (Docket No. 20010009 ADLS Amend). This parcel is 0.59 acres in size and is located SW corner of 126th Street and Gray Road. The address is 4775 E. 126th Street. It is zoned B-3 and is not located within any overlay zone. Filed by Katie Grajewski of krM Architecture on behalf of State Bank. Project Overview: The Petitioner seeks approval to renovate the existing bank building for a new bank. Minor site modifications are proposed and described below. This site is surrounded by residential subdivisions on all sides, zoned R-1, R-2, S-1 and S- 2. Directly north of the site is St. Mark’s United Methodist Church. Please see the Petitioner’s Information packet for more details. Site Plan, Parking and Engineering: Overall, the site plan will remain relatively the same with only a few modifications. The parking area will be resurfaced and restriped. This will help facilitate the required pedestrian connection from the front door to the path along 126th Street. There is a slight grade change between this site and the rest of the shopping center (about 3 feet). In order to widen the drive thru lanes, the Petitioner proposes to build a new small retaining wall and remove landscaping to provide this extra space. The Urban Forester was consulted and has approved the removal of the small mulch bed with grasses. Regarding parking, office use requires one space per 250 sq. ft., which means 11 spaces are needed for the 2,837 sq. ft. building. Currently, 19 spaces are provided. The Petitioner has consulted with the Engineering Dept. and a stormwater permit, detention, or permanent water quality practices are not required. A right of way permit will be required though. Active Transportation: A new pedestrian connection will be provided from the path along 126th Street to the front door of the building. Two new bicycle racks will be installed to the east of the front entry. All other sidewalks and paths around the site will remain as they are today. Architectural Design: The remodel for this building will follow the plan set forth in the approval earlier this year, with a few modifications. The brick will be painted white, with all existing trim (windows, gutters, fascia board near roofline) to be painted black. A new roof will go on with black standing seam metal. A new stained wood front entry feature will be installed and that is where the bank’s signage will be placed. Wood look siding will be used around this entry feature and under the drive thru canopy. For the canopy, the Petitioner is proposing to remove the existing pitched roof canopy in order to construct a new one with a flat roof. Lighting: New ground mounted building accent lights are proposed for around the building base. Four new sconce lights will be installed along the front (north) façade. They will have light that shines both up and down the building. The existing parking lot light poles will remain; however, new light fixtures will be installed. They will be LED and will match the new lights installed throughout the rest of the shopping center. Landscaping: Daren Mindham has been working with the Petitioner on the proposed landscaping plan and has approved it. He had two existing trees called out to be saved along the west property line, to which the Petitioner agreed. They will also be adding a new tree to the southwest corner of the site. Over the years things may have died or been removed, and may or may not have been replaced. The Petitioner has agreed to bring the site back into compliance. 5 Signage: Two wall signs are proposed. One facing north is 68% of the height (70% allowed) and 66% of the width (85% allowed). It is 48.6 sq. ft. in size and is in compliance with the Sign Ordinance size allotment. The second wall sign, proposed to face east, is 62.7% of the height (70% allowed) and 84.9% of the width (85% allowed). It 67.8 sq. ft. and also in compliance. Other signs proposed but not yet reviewed are ATM signage and any vehicular directional signage (either ground mounted or wall mounted on the drive thru canopy.) When sign permits are submitted, these will be reviewed for compliance. Remaining Comments/Concerns: None. Recommendation: The Department of Community Services recommends the Commercial Committee votes to Approve this item this evening.
