HomeMy WebLinkAboutCPAAC Minutes 09.18.18Meeting and Minute Notes of the CPAAC Location of meeting: Carmel City Hall 1 Civic Square Carmel, In. 46032 Present at the Meeting: Brian Patterson, Cathy Strawn, Kelvin Okamoto, Julia Saltsgaver, Bob- bie Westbrook, Karen Poyser, Joyce Burrell The regular meeting of the CPAAC was called to order at: 9/18/18 On: 7:00pm By Chair: Patterson I. Review of Agenda: Approve Last Meeting Notes, Love at First Ride (monon and 6th) , Sail ( Monon and 2nd). II. Review of Previous Minutes The minutes of the previous meeting were reviewed and approved Poyser motioned, Patterson Second VOTE: yes III. Consideration of Open Issues 1. "Sail" -Artist Quincy Owens and Luke Crawley. Crawley was present at tonight's meeting. Medium is Aluminum and Acrylic. Cost is $100,000.00, Dimentions 30' tall and 11' wide. The Anticipated Maintenance Required/Schedule and cost were not given via proposal. Proposed location is Monon Boulevard and 2nd Avenue Intersection. Crawley spoke and gave insight into his Art and Placement. He stated that per guidelines given thru REA this piece of Art would need to be large scale, interactive, with a light inside for nighttime dis- play. It is 30' tall and open in middle for people to walk into for a new perspective. Area of placement is Monon and 2nd. Owens and Crawley were sought out for this Art thru Rundell Ernstberger Associates (REA) which is a landscaping firm in Indianapolis via Cory Meyers. Meyers recommended Crawley to REA. The Maintenance plan for this piece of Art is guar- anteed for 5 (five) years for it's structural and electrical functions. The LED's are approxi- mated for 15 (fifteen) years. There is a guarantee of 10 (ten) to 15 (fifteen) years on the indi- vidual colored panels. There is a clear coat on top of each of the colored panels. The mayor was given 2 (two) design concepts and presentations of which this piece was accepted. Timetable for install is currently set for an end of year placement as long as all phases in the City stay on track for this location. This will be the largest scale these artists have done; they have done 20' prior to this. Crawley is very passionate and excited for this project and is a local to Indiana via Indianapolis and also teaches in Carmel. Discussion on Sail: The board would like the total plan for the area. 2. "Love at First Ride"- Artist is Wiktor Szostalo. Szostalo was not present at tonight's meeting. re ' 12' wide 8' tall. The Board decided to table this until more information is provided to us therefore no vote was taken on this tonight. 3. The Board will continue to submit the current form to the City which includes what informa- tion we will need to see for future Art and it proposed location. We also want to know a current plan for where all Art that is currently bought and stored in a warehouse will be placed throughout the City so that we can decide if placement of said Art and it's location is agreed upon since the Board's job is now only to determine location. Also If RFPs are being made for public art, then we need to be made aware of that so that we are involved at the beginning of the process. Some Board Members feel we are left in a conundrum, one in which there doesn't seem to be a solidified answer. The conundrum is how can we vote on the location of the Art pieces already bought if we do not know the overall plan for the area in which the Art will be placed. As well as, if we are to decide on the location of the Art that is already purchased; how can we decide on said Art location if it is already attached to a bond (bond would have specific location already decided).
