The regular meeting of the CPAAC was called to order at: 10/15/18
On: 7:00pm

1. Review of Agenda: Approve Last Meeting Notes, "Reckon", Review of Council meeting
11. Review of Previous Minutes
The minutes of the previous meeting were reviewed and approved

III. Mayor Jim Brainard present as well as President of Council, Kevin Rider and Councilmen,
Jeff Worrell
1. Art Proposed
a. "Homage to Hoagy" on 3rd Ave. Back lit and 20'X28"
b. "3 Roses" 6' by 40' Location Pennsylvania
2. CPAAC Questions asked
a. Who are the other groups in the community that help choose the art and it's location
for Carmel?
1. Other business owners and gallery owners
2. Office Staff
b. How are these paid for?
1. 1 % of the Government supports the Art.
2. Fed program can choose art like hard scapes and landscaping for the roundabouts.
3. Local programs can also have a hand in the art as well.
3. Extra Information given
a. West Side was annexed first and therefore money was not allocated for roundabout art
at the time on that side of town so only landscape was done.
b. Albert Chan sent a Chinese artist over to bring art in for the west side but has not
created or located a place for it yet.
c. Ditch and 96th has the deer landscaping.
d. The art is chosen around one year in advance
e. "Reckon" proposed for Rangeline and Elm St with location not set.
IV. "Love at First Ride"
1. Location: Monon and 6th street in middle of trails.

Note from CPAAC: Fully Support and recommending illumination
V. "Reckon"-
1. Location: Rangeline and Elm. Mayor Brainard mentioned that it would "book end" the
north and south design district.
Committee discussion: what is the overall plan for Rangeline? What will the rest of the Art look
like in that section? Will this be illuminated? Westbrook liked the Art just needed to walk or
drive the location to get a feel for that area and all that will be present.
VOTE: Saltsgaver-Yes, Strawn-Yes, Patterson -Yes, Burrell -Yes, Westbrook -Undecided
Note from CPAAC: Some Committee members Recommended illumination and wanted to
know the upkeep of the piece.
VI. CPAAC intake form needs condensed and reformulated to mainly deal with location of Art
with a comment section dealing with the CPAAC "notes" pertaining to the actual Art itself.
