Ill. 1. Art Proposed
a. "Homage to Hoagy" on 3rd Ave.SW and City Center Dr.
b. "3 Roses" on North Pennsylvania St and Old Meridian
2. City Engineer, Jeremy Kashman present at meeting and spoke on the art "Reckon". It
will be placed once the concrete is poured and on a tiered structure. "Rock paper Scissors" is
set to be placed soon as well.
3. Artist -Arlon Bayliss present at meeting and spoke on the two Art pieces currently
commissioned by the City of Carmel. Bayliss is from Anderson, Indiana. He designed for
Rosenthal Glass in Germany for 10 years and Blenko Glass in West Virginia for 9 years. 2014
concentrated his professional practice on commissioned public artwork. His pieces are
currently displayed in Anderson, Indiana and In Indianapolis Central Library, Indianapolis
Hebrew Congregation, Indianapolis International Airport, Town of Speedway, and Carmel,
Indiana
VI. "Homage to Hoagy"
a. Proposed for 3rd Ave SW and City Center Drive roundabout. Cost is $435,167.00.
Dimensions are 20'x28' with annual inspection, cleaning as needed by fabricator BoMar
Industries for $5,000 p/a as per previous structure called "Beacon Bloom".
b. Kiosks were also commissioned and the rendering was shown at meeting. 4 were
proposed and included in the original price however the NV corners of the roundabout may not
allow for enough right away and so the City of Carmel may only buy 2 for the south sides of the
roundabout instead. The Kiosks will be interactive with a crank handle in which a song will play
from them. The song selection has not been chosen yet. Bayliss spoke on the fact that a
speaker system still needs to be made for the Kiosk and he is working out these details.
The "Homage to Hoagy" and the Kiosks are set to be placed in April or May. Kashman
mentioned the City is looking into how to unveil this piece. The City is still looking into
Licensing for the song and that particular item is not included in the original price.
c. The CPAAC recommends that the city establishes which song(s) will be chosen and the
licensing is secured before Bayliss starts the building process of the Kiosks. The CPAAC also
expressed that they would like to see the Residents of Carmel be able to chose the song(s) for
the Kiosks. This could be done thru a competition or voting thru social media. The end thought
after speaking with Bayliss and Kashman is that the Kiosks need more specifics brought forth
and answers to the questions of which song(s) are chosen, the quality of sound, other specific
verbiage that Kiosks will output, information on how the speaker will be encased or displayed
and protected, and licensing of the song(s). It was determined that this piece of art is still in the
making.

V. "Roses"
a. Proposed for North Pennsylvania Street and Old Meridian. Cost is $360,000.00.
Dimensions are 10'x40' with annual inspection, cleaning as needed by fabricator BoMar
Industries for $5000 p/a as per previous structure called "Beacon Bloom".
b. The CPAAC asked why the image of roses were selected for that area considering the
businesses in that area which led to asking Kashman if there might be changes to that area
over time. Kashman and Bayliss had mentioned that there might be a name change to that
area and more walkability in the area. The original name is "The Point" and it may change to
something with roses hence the art piece called "Roses". Bayliss stated that the rendering isn't
finished yet and is only in the conceptual form. The Height of the piece was discussed with
Bayliss mentioning that it might be too tall currently and he will look into scaling that down.
c. The CPAAC is asking for Bayliss and Kashman to come back and speak to us once they
have answers to how the area will look in the future including walkability and a possible name
change of the area before the CPAAC can vote for the location of this art piece "Roses".
