Project No. 2020-367 Project Narrative I. Project Location The proposed project is located at 300 South Guilford on the Carmel Middle School Campus, Carmel, Indiana. The site does not lie within a floodway or floodplain per FEMA panel 18057C0207G effective November 19, 2014. Refer to the Site Location Map and Flood Insurance Rate Map provided in Appendix A. II. Project Description The proposed project is made up of 3 separate locations on the site. The main part of the project lies in the existing parking lot on east side of the middle school and consists of a revised parking lot layout, milling of existing asphalt, and additional sidewalk. The second area of the project is at the south with a new curb cut and drive at Grand Boulevard with a third area consisting of a small walk addition located west of the middle school. The proposed site improvements will disturb approximately 1.59 acres of land, which does not include 0.84 acres of milled asphalt. Associated infrastructure including storm sewer, a water quality unit, and a small bioretention basin are also included as part of this project. III. Existing Drainage Conditions The existing project site is both impervious asphalt parking lot and pervious lawn area which sheet drains in a northerly direction to the Guilford Avenue Arm of Cool Creek. The site soils mainly consist of Crosby silt loam, Brookston silty clay loam, and Shoals silt loam, see Soil Map and related soil data in Appendix A. An Existing Drainage Conditions Exhibit is provided in Appendix B. An existing drainage report from 2002 from an addition/renovation to Carmel Jr. High School has been provided in Appendix F. There are three storm lines that discharge to the Guilford Avenue Arm of Cool Creek: Line A, Line B, and Line C. The Hydraflow models for Lines A and C were modified in 2004 with some additional site improvements that occurred. A drainage report/narrative could not be located with those updated models, so the model input/output for Lines A and C has been included in Appendix B. IV. Proposed Storm Sewer Design The stormwater runoff from the three proposed project areas will drain to a combination of both existing and new inlets on the three existing storm sewer lines that all drain to the north to the Guilford Avenue Arm of Cool Creek. In the east parking lot project area, the area located south of the center curb cut to be demolished, is currently parking lot and pavement and drains to Storm Sewer Line C. This storm sewer line parallels Guilford Road and discharges into the north drainage ditch. A vehicular drop off and additional pedestrian circulation is proposed and will increase the proposed impervious surface to Line C by 0.22 acres. This additional impervious surface has been added to the Hydraflow storm sewer model, which shows a 2-3% increase in total system flow. North of the demolished curb cut, the east parking lot drains both to Storm Sewer Line B Carmel Clay Schools – Carmel Clay Middle School Proposed Site Improvements January 13, 2021 TLF, Inc. Project No. 2020-367 and Storm Sewer Line A. In this area, the Hydraflow storm sewer model has not been updated since no additional impervious surface is being added in this area. The impervious surface in this area is reduced by 0.21 acres, resulting in a total increase of impervious surface for the east parking lot by 0.01 acres. In the west sidewalk project area, the existing surface is turf grass. The proposed concrete sidewalk drains to 4 existing inlets located in the grass and parking lot that are part of Storm Sewer Line A. The impervious surface for the west sidewalk increases by 0.05 acres. This additional impervious surface has been added to the Hydraflow storm sewer model, which shows less than a 0.5% increase in total system flow. In the south entrance project area, the existing surface is turf grass. The proposed drive will drain to the proposed bioretention basin. The outlet pipe from the proposed bioretention basin will connect to the existing 18” RCP at the upstream end of Storm Sewer Line C. The proposed asphalt drive and concrete sidewalk results in a total increase of impervious surface for the south entrance by 0.22 acres. This additional impervious surface has been added to the Hydraflow storm sewer model, which shows a 2-3% increase in total system flow. The Proposed Storm Sewer Exhibits, calculations, and pipe sizes are provided in Appendix C. V. Proposed Drainage Design The existing Storm Sewer Line C flow exceeds the pipe capacity of the existing 24” storm sewer. A small bioretention area is proposed west of the south entrance to detain the additional impervious surface of 0.22 acres from the proposed asphalt drive and concrete sidewalk. This is the only area identified on site as a location for additional detention measures. The HydroCAD model for the bioretention area is provided in Appendix D VI. Proposed Water Quality Design The proposed site improvements will utilize a manufactured water quality device to meet the water quality requirements of the 1-inch 24-hour event of 0.49 cfs for only the additional impervious surface area of 0.28 acres. An offline hydrodynamic separator (Aqua-Swirl AS-3) that has a treatment capacity of 0.71 cfs has been provided on existing storm sewer Line A. The water quality unit will be installed offline of the existing 30” rcp pipe in a horseshoe configuration. The stormwater quality calculations can be found in Appendix E. VII. Summary and Conclusions The drainage from the proposed site has been designed in accordance with the City of Carmel Stormwater Technical Standards Manual limiting stormwater runoff from the site, therefore no adverse impacts are anticipated to affect adjacent or downstream landowners. This project will disturb approximately 1.59 acres of the overall site. Erosion control measures will be implemented before construction begins and maintained during construction to comply with IDEM Rule 5, Notice of Intent for Construction and Land Disturbance.
