1. Welcome and Roll Call Saltsgaver
2. Approval of Minutes Saltsgaver
a. Minutes approved as revised prior to meeting unanimously by CPAAC members
present
3. Review of current Intake Forms All
a. Swing Me: Jayne During- Kuaba Gallery
i. Piece completed today by artist in Africa
ii. Intended for rotating art pad but to be permanent
iii. Sculpture $16K, $5.1K shipping, gallery commission?
iv. Existing pad is sufficient according to City Engineering Department
v. Will add another pedestal because the legs hang out
vi. Will be lit
vii. Needs to fit under wires at the location
viii. Why not Indiana artist? This is a local gallery but an international art
fitting the international art show
ix. No maintenance needed- all stone and patina weathers well
x. If in the end, the art sculpture will fit better elsewhere, it can be moved.
xi. Provided picture of actual corner with piece photoshopped in
xii. PO already provided to gallery by city
xiii. Motion to suspend 60-day rule to consider purchase of piece

2. Unanimous of CPAAC members present
xiv. Motion to purchase piece as discussed at the cost provided plus cost of
gallery commission

2. Amended for commission to be no more than 10% of piece cost
(not including shipping)
3. Kelvin Okamoto motioned, Bill Cooler seconded
4. Unanimous of CPAAC members present
5. Motion to approve location at Main & Veterans Way SE Corner on
rotation pad
6. Dru Doyle motioned, Bill Cooler seconded
7. Motion amended to add ‘unless and until the city proposes an
alternate location’
8. Dru Doyle motioned, Kelvin Okamoto seconded
9. 5 For, 1 Against (Bill Cooler)
a. Bill would prefer alternate location
b. Other projects already started and in PO
i. Request to get other projects already started
ii. Parks department sculptures are funded by township so does not come
through this committee
c. Monon Murals Project- no further update; update in February 2021
d. Waiting To Cross
i. City proposed location: South side of Monon Trail at Main Street
ii. Brought to CPAAC prior to revision of CPAAC charter so will treat under
the original CPAAC charter for input on site only
iii. Motion to accept the location as proposed- Jill Reese motioned, Dru
Doyle seconded
1. Congestion at site; move other pieces possibly bicycle on girl
2. Tim Hannon suggested in future to find alternate locations for
either that piece or other pieces for movement
3. Unanimous negative VOTE CPAAC members present
e. South Asian Ethnicity Piece- no update at this time
4. Carmel 2020 Comprehensive Plan Input- Update Saltsgaver
a. Sharon Kibbe helped to draft. Mayor approved and sent to greenstreet.
5. Next Meeting – January 19, 2021 5PM Microsoft Teams
a. Jennifer Stites to provide final CPAAC ordinance, send future virtual meeting
notices to both city and personal email addresses for committee members
(issues with city email addresses receiving the notices)
