DEPARTMENT REPORT

(V) Lakeside Apartments Phase II Variance.
The applicant seeks the following development standards variance approval:
7. Docket No. PZ-2020-00226 V Atapco PUD Exhibit F, Part 4, Section E Public entrances
required to be provided on the street side of all residential buildings located within 50’ of the street
ROW, Private entrances to units proposed. The site is located at 645 W. Carmel Dr. (east of
Braunability R&D building) and is zoned Atapco PUD/Planned Unit Development (Ordinance Z-581-13).

General Info & Analysis:
The Petitioner seeks approval for the residential portion of Phase II of the Atapco PUD. Three new multi-family
apartment buildings are proposed for a total of 110 units. Only one variance is requested, and the relates to the
entrances to the buildings. The project will meet all other development standards required by the Atapco PUD
Ordinance. North/northeast of this site are commercial uses zoned M3/Manufacturing. To the west and
northwest is commercial and residential that is part of the remainder of the Atapco PUD. The land to the
west/southwest is zoned R1/Residence with single family homes. Abutting this property to the south is
additional commercial uses, also zoned M3/Manufacturing. Please see the Petitioner’s informational packet
for more detail on the variance request.
The DP/ADLS applications for the project were reviewed by the Plan Commission (Docket No. PZ-2020-00080
DP/ADLS). The project was approved at the December 1, 2020 Plan Commission Commercial Committee
meeting.
Variance Request: The project complies with all requirements of the Atapco PUD/Planned Unit Development
Ordinance, except for one requirement in Exhibit F, Section E, which states: Public entrances will be provided
on the street side of all residential buildings located within 50 feet of the street right of way. Private entrances
to units are requested along Carmel Drive, there is no on-street parking. (The doors will be keyed to the
individual units.)
The Petitioner addressed all the planning/zoning review comments, and the Planning Dept. supports this
variance request.
