DEPARTMENT REPORT
MONDAY, JANUARY 25, 2021
(V) Meadowlark Park Variance.
The applicant seeks the following development standards variance approval:
8. Docket No. PZ-2020-00228 V UDO Section 5.10 and City Code Chptr. 10, Art. 5, Chptr. 5,
Section A.10 Parking lots, driveways, and sidewalks within the Special Flood Hazard Area shall
be constructed with permeable material, Non-permeable pavement systems in SFHA requested. The
site is located at 450 Meadow Ln. It is zoned P1/Parks and Recreation. Filed by Michael Krosschell of
Weihe Engineers, Inc., on behalf of Michael Klitzing and the Carmel Clay Parks and Recreation Dept.
General Info:
The Petitioner seeks approval for one variance from the Carmel Flood Hazard Areas Ordinance. The Petitioner
seeks approval to install site improvements in the park, including a playground, shelters, sports fields, restroom
building, and expanded parking lot. The improvements are located within floodplain; hence the need for
variance listed above for the parking lot area. Please see the Petitioner’s info packet for more detail on the
variance request.
Analysis:
Parking Lot Variance Request: The proposed parking lot expansion will be asphalt, rather than a permeable
material, to match the existing parking area. The Petitioner states that the asphalt surface area will be more
durable, and it will also match what is installed at all other parks within the City.
The Carmel Engineering Dept. will not have any issues with these variances. That Dept. is currently reviewing
the plans from and engineering standpoint.
The Petitioner addressed all planning/zoning review comments, and the Planning Dept. supports this
variance request.

Recommendation:
The Dept. of Community Services (DOCS) recommends positive consideration of Docket Nos. PZ-2020-
00228 V.
