Windward at Legacy SWPPP Narrative
Intent: SWPPP for Windward at Legacy is intended to apply to Land Development and Homebuilding
activities.
Proposed Construction: This phase anticipates Construction activities that will include land
development and townhomes. Initial Land Development activities slated to commence in August of
2020 and are anticipated to be complete in August of 2025. Homebuilding activities expected to
commence in August of 2020 and continue through August 2025.
Location, Size & Phasing: This project is located along the west side of Community Drive, south of
146th St. in Carmel, Hamilton County, Indiana and encompasses 12.0 Acres to be subdivided into 142
townhome units; all area to be disturbed and constructed as a single Phase. This phase is adjacent to
previously developed Playschool at Legacy located to the east and a proposed residential
development to the south.
Current and Existing Conditions: This project site is currently a combination of wooded areas and
pasture/grass. A couple of small wetland patches exist (~1.0 ac. total) within this phase that will be
removed. The existing drainage pattern is characterized by sheet flow south, away from the subject
site.
Additional Pertinent Information: There are also no known pollutants or contaminants past or
present associated with this phase.
Soil Characteristics: This site is characterized by Fox, Ockley, Sleeth, and Westland soil types.
Fox Loam 2-6 percent slopes, eroded

·Natural drainage class: well drained
·Runoff class: Low

Ockley Silt Loam 0-2 percent slopes

·Depth to water table: About 0 to 6 inches

Frequency of ponding: Frequent
Receiving Waters: Tunis Gerard Legal Drain to West Fork White River - Indianapolis. White River
within Hamilton & Marion Counties has been listed on 2018 Indiana Compiled 303(d) list with
Impairment. No TMDL's have been established and no specific BMP's are currently required for
discharges. Structures with sumps, vegetated swales and master-planned detention basins
downstream (part of the overall Legacy Master Drainage Design) are provided as BMP's for this
development.
