This site is located ~750’ south of 146th Street and ~350’ west of Community Drive. An IDEM Rule 5 permit is required for this project. Existing Conditions The existing site is an abandoned agricultural field. Stormwater runoff drains south towards two vegetated swales which act as both water quality treatment BMPs and dry detention ponds. An entrance drive stub, constructed with The Play School at Legacy daycare center, is located at the east end of the site. Adjoining Land Conditions North: Abandoned agricultural field South: Residential subdivision (The Grove at Legacy) East: The Play School at Legacy, Legacy Towns and Flats West: Residential subdivision (The Ridge at Legacy) Soil Types Soils maps from the United States Department of Agriculture, Soil Conservation Service identify Fox, Hennepin, Ockley, Sleeth, and Westland soils on the subject site. Fox (FnB2), Hennepin (HeF), Ockley (Oca, YoxA), and Westland (We) are is classified in hydrologic group B, while Sleeth (St) is classified in hydrologic group C. The split between group B and group C soils is approximately 99% B, 1% C for the site. Stormwater Detention The outlet for the overall site will be two (2) vegetates swales that are part of the Legacy Post- Construction Stormwater Master Plan, designed by Williams Creek. All runoff from the proposed site will drain south towards the proposed vegetates swales. An overall master detention design has been previously submitted and approved for The Legacy development. The Windward at Legacy project lies within two of the master plan delineated basins, BAS 122 and 129 (see master plan map in Appendix D). Both basins BAS 122 and BAS 129 have master planned CN values of 94. Calculations for the proposed site result in a weighted CN value of 90.2, so the project conforms to the original master plan design. Proposed ICPR model: In Appendix C, an ICPR model has been constructed for the two proposed ditches, east and west, along with their respective proposed watersheds. The onsite basins were broken out, along with the direct ditch watersheds (CN=70), and then the remainder of master plan basins BAS 122 and 129 were modeled with their master plan values of CN = 94, and time of concentration = 5 min. In this simulation, no tailwater from the White River was taken into account, this was an onsite only simulation to determine detention volumes provided. The peak 100-Year of the White River is 752.0, and all onsite buildings have been set to an elevation of at least 754.0 to provide a minimum freeboard of two (2) feet. Summary of ICPR model: Western ditch Peak 100-YR elevation (no White River tailwater) 751.87 Western ditch Storage Provided at 100-YR elevation 4.10 acre-feet Eastern ditch Peak 100-YR elevation (no White River tailwater) 751.26 Eastern ditch Storage Provided at 100-YR elevation 3.40 acre-feet Water Quality Stormwater quality is addressed in the Williams Creek Consulting master plan for The Legacy. Stormwater flowing south from the site into the proposed vegetates swale will be conveyed through proposed and existing vegetated swales and discharge in to the dry detention basin “DD6”. Because the proposed site does not include any uses with any excessive pollutants, no additional BMP’s are required. However, the proposed design includes inlets with 2’ sumps in the last structure of the run with right-of-way access to filter out larger debris before it enters the overall Legacy system. Stormwater Checklist The overall Legacy PUD design requires future developments to complete the “Legacy PUD Stormwater Development Checklist form. This form and the associated calculations have been provided in Appendix E. The checklist requires new developments to provide compensatory storage to account for 1.6 * the increase in runoff volume due to development, and then 3 * the volume of fill within the floodplain on the development site. Since this site is not located within the FEMA floodplain, no “fill in the floodplain” volume has been accounted for. The calculations are summarized below: 1.6 * increase in runoff volume 192,843 cf 3 * volume of fill in floodplain + 0 cf Total Compensatory Floodplain Storage Required 192,843 cf Total Compensatory Floodplain Storage Provided** 207,252 cf **See storage exhibit in Appendix E Storm Sewer Design The storm sewers have been designed using Hydraflow for the 10-year event. Storm network 636 was designed to accommodate the 100-year event since the overflow route for this network flows does not flow directly to the outlet point in the vegetates swales. These calculations can be found in Appendix F of this report. Inlet Capacity & Gutter Spread Inlet Capacity and gutter spread calculations have been included in Appendix G to demonstrate that 10-foot minimum clear lanes will be provided throughout the development during a 10-year storm event. Emergency Routing Please refer to sheets C1.14-C1.16 of the Windward by Legacy construction plans for emergency routes, ponding depths, and minimum lowest adjacent grades for each lot.
