Docket No. PZ-2021-00002 ADLS Amend: Teacher’s Credit Union – Façade and Site Improvements The applicant seeks design approval for the renovation of the existing Steak N’ Shake restaurant into a new credit union. This site is 1.11 acres and is located at 635 E. Carmel Drive. It is zoned B-8 and is not located within any overlay zone. Filed by Sarah Freymuth of The Redmond Company on behalf of Teacher’s Credit Union. Project Overview: The Petitioner proposes to renovate a restaurant into a new credit union. The site is part of the Merchants ’ Square (mall) retail development, which is to the south. To the north across Carmel Drive is a bank, an office building and the McDonald’s restaurant. West is Popeye’s and east across Keystone way is Amanda’s Boutique retail store. All adjacent properties are zoned B-8. Please see the Petitioner’s Information Packet for more details. UDO Standards this project MEETS: B-8: • Permitted Use • Minimum Front Yard setback: 25’ required, 49’ existing • Minimum Side Yard setback: 10’ required, 101’ existing south • Minimum Rear Yard setback: 10’ required, 33’ existing • Maximum Building Height: 50’ allowed, 19’ proposed Article 5: • Parking: 18 spaces required, 46 spaces provided • Landscaping Plan • Lighting Plan • Signage Plan UDO Standards NOT MET, therefore Variances are required: None. Site Plan and Parking: The site plan and flow through the site will remain the same as it operates today. The main adjustment is the addition of ITMs or Intelligent Teller Machines. These will be placed at the southeast corner of the site. This will be what the credit union utilizes instead of a typical bank drive thru area next to the building. However, there will still be a night deposit drop box on the southeast corner of the building. There are 68 existing parking spaces on the site. General office calls for one space per 250 sq. ft. of floor area. This building requires 18 spaces. The Petitioner will be striping off the south row of parking, bringing the number of spaces down to 46 spaces. Active Transportation: Carmel Drive has an existing 5’ wide sidewalk. Sidewalk is not currently provided along Keystone Way to the east. The Thoroughfare Plan requires 10’ asphalt path along Carmel Drive and a 5’ wide sidewalk along Keystone Way. The Petitioner is currently working with the Engineering Dept. on a contribution to the Non-Reverting Thoroughfare Fund in lieu of constructing these improvements. There is an existing sidewalk around the west and north sides of the building. Bicycle parking will be added to the front (north) end of the building. Two racks or four spaces are required and will be provided. Architectural Design: The new building materials will be stone and wood-look aluminum siding. This building is in an area where there is no overlay zone or additional architectural requirements mandating certain items. Staff has been working with the Petitioner to make adjustments to the design to be in keeping with typical design standards throughout the City. Canopies will be used as accents around the building. Windows are concentrated at the front of the building. The credit union will not have a typical drive thru next to the building. Their ITMs will be located away from the building at the SE corner of the parking lot. In discussions with the Petitioner, a canopy will be added to the rear (south) façade to provide shade for the window as well as architectural detailing. Lighting: Site lighting will remain as is currently installed. Under-canopy accent lights will be installed over the entry door. Landscaping: New landscaping will be installed around the site. The Petitioner has been working with the Urban Forester on removing older, non-desirous tree species on the west property line. These will be replaced with new trees and landscaping for a clean, fresh look. The Urban Forester has approved the landscaping plan. Signage: Two signs are allowed for this site as it faces two public street frontages. The logo of the credit union is a circle. The proposed signs facing north and east are 23.4 sq. ft. Both signs fit their respective percent requirements of the sign ordinance for 70% of the spandrel panel height and 85% of the spandrel panel width. Directional signage will be installed at 3 sq. ft. and 3’ tall as is allowed by the sign ordinance. The ITMs will have incidental signage that is 3 sq. ft. or less. DOCS Remaining Comments/Concerns: 1. Please provide an update regarding the contribution to the Non-Reverting Thoroughfare Fund. Recommendation: After all comments and concerns are addressed, the Department of Community Services recommends the Commercial Committee votes to Approve this item this evening.
