DEPARTMENT REPORT
MONDAY, FEBRUARY 8, 2021
(V) Walhburgers Signage at Proscenium.
The applicant seeks the following development standards variance approval:
1. Docket No. PZ-2021-00005 V UDO Section 5.39(H)(2)(a): A Wall sign must fit within 70%
of a Spandrel Panels height and 85% of a Spandrel Panels width, Requesting proposed signage to
cover architectural columns and decorative EIFS. The site is located at 1200 S. Rangeline Rd, Suite
#120 and is zoned C1/City Center. Filed by Tim Hill of Novo Development Group and the Carmel
Redevelopment Commission.
General Info:
The Petitioner seeks approval to install two Wall signs on an existing 4-story tall building (Building 3): an east
facing sign that is 96 inches in length and 50.65 inches in height (33.77 sq. ft.) and a south facing sign that is
117 inches in length and 67 inches in height (54.44 sq. ft.). The proposed signs will face south toward the
internal drive of the Proscenium development and east towards Range Line Rd. The proposed signs will span
across building design elements. Please see the Petitioner’s info packet for more detail on the variance
request.
Analysis:
The Unified Development Ordinance (UDO) section 5.39(I)(3)(g) states the following: A Wall sign must fit
within 70% of a Spandrel Panels height and 85% of a Spandrel Panels width.
The East facing sign will be 211% of height and 100% of width. And, the South facing sign will be 279% of
height and 121% of width.
For a multi-tenant, mixed-use building in the C1/City Center district, the maximum sign height allowed is 70%
of the delineated spandrel panel height area and the maximum sign width allowed is 85% of the delineated
spandrel panel width. The proposed sign spans across building design elements. Adhering to the Carmel Unified
Development Ordinance (UDO) regulations would reduce the width and height of the sign to around 81.6
inches in length and 16.8 inches in height respectively and would be difficult to see. The proposed sign sizes fit
in with the overall scale and height of the building. The adjacent properties exposed to the sign are all zoned
either B8 or C1, and the sign will be seen by individuals on the interior of the Proscenium site and on Range
Line Rd. Lastly, the Petitioner has worked with Staff to reduce the sign sizes slightly and redesign the location
of the logos on the canopy.
The Secondary Projecting signs proposed are 8 sq. ft. in area. Originally the proposed size was 9 sq. ft. in area,
but they have been reduced in size and are now in compliance. The last two pages of the submitted packet now
contains this change.
The Petitioner addressed all planning/zoning review comments, and the Planning Dept. supports this
variance request.

Recommendation:
After all comments and concerns are addressed, the Dept. of Community Services recommends positive
consideration of Docket No. PZ-2021-00005 V.
