COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEETING CALLED TO ORDER Council President Laura Campbell; Council Members: Kevin D. Rider, Adam Aasen, Anthony Green, Tim Hannon, Miles Nelson, Sue Finkam, Jeff Worrell and Deputy Clerk Jacob Quinn were present. Councilor H. Bruce Kimball was not present. Council President Campbell called the meeting to order at 6:00 p.m. AGENDA APPROVAL Councilor Finkam moved to amend the agenda and reorder New Business to G, H, I, J, K, L, E, F, M, A, B, C, D, and N and add Council Leadership Elections under New Business. Councilor Rider seconded. There was no Council discussion. Council President Campbell called for the vote. The motion to amend was approved 8-0. The amended agenda was approved unanimously. INVOCATION Pastor Shaun Shelby, Ebenezer Baptist Church, delivered the Invocation Councilor Rider led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS There were none. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL There were none. COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS Council President Campbell thanked Carmel Clay Schools for all their hard work to keep kids in school if they wanted to be. CONSENT AGENDA Councilor Finkam moved to approve the consent agenda. Councilor Rider seconded. There was no Council discussion. Council President Campbell called for the vote. COMMITTEE REPORTS Councilor Finkam reported that the Finance, Utilities and Rules Committee had met and discussed Ordinance D-2560-20 and that item is returning to Council with a positive 3-0 recommendation Councilor Green reported that the Land Use and Special Studies Committee had met. Ordinance D-2554- 20 remains in committee. Z-661-20 is returning with a positive 4-0 recommendation and Ordinance Z- 662-20 is also returning with a positive 4-0 recommendation. OTHER REPORTS – (at the first meeting of the month specified below): Natalie Rekhter gave a report from the Mayor’s Advisory Commission on Human Relations OLD BUSINESS Council President Campbell announced the Sixth Reading of Ordinance D-2540-20; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 3, Division II, Section 2-42 of the Carmel City Code. Item Remains in the Finance, Utilities and Rules Committee. Council President Campbell announced the Third Reading of Ordinance D-2554-20; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 6, Article 5, Division VIII, Section 6-158 of the Carmel City Code; Sponsor(s): Councilor(s) Worrell and Rider. Item Remains in the Land Use and Special Studies Committee. Council President Campbell announced the Second Reading of Ordinance Z-661-20; An Ordinance of the Common Council of the City of Carmel, Indiana, Rezoning 2.14 Acres at E. 116 th Street from R- 1/Residential to the B-3/Business District. Councilor Green reported that the item is returning from the Land Use and Special Studies Committee with a positive 4-0 recommendation. Warren Johnson joined the meeting remotely and answered Council questions. Councilor Rider moved to approve Ordinance Z-661- 20. Councilor Aasen seconded. There was no Council discussion. Councilor Rider seconded. There was no Council discussion. Council President Campbell called for the vote. Ordinance Z-662-20 was approved 8-0. Council President Campbell announced the Second Reading of Ordinance D-2560-20; An Ordinance of the Common Council of the City of Carmel, Indiana, Adding Subsections (66), (67) and (68) to Chapter 8, Article 5, Section 8-47(a) of the Carmel City Code. Councilor Finkam reported that the item is returning from the Finance, Utilities and Rules Committee with a positive 3-0 recommendation. Councilor Finkam moved to approve Ordinance D-2560-20. Councilor Rider seconded. There was no Council discussion. Council President Campbell called for the vote. Ordinance D-2560-20 was approved 8-0. PUBLIC HEARINGS Council President Campbell announced the First Reading of Ordinance Z-663-20; An Ordinance of the Common Council of the City of Carmel, Indiana, Establishing Standards for Accessory Dwelling Units in the Unified Development Ordinance. Councilor Rider moved to introduce the item into business. Councilor Green seconded. Councilor Rider introduced the item to Council. Adrienne Keeling, Department of Community Services, presented the item to Council. Council President Campbell opened the public hearing at 6:44 p.m. Seeing no one who wished to address Council, Council President Campbell closed the public hearing at 6:44:20 p.m. Council President Campbell referred the item to the Land Use and Special Studies Committee. NEW BUSINESS Council President Campbell announced the First Reading of Ordinance D-2562-20; An Ordinance of the Common Council of the City of Carmel, Indiana, Approving a Financing Lease and Bonds to Finance Police Headquarters and Expansion Project. Councilor Rider moved to introduce the item into business. Councilor Finkam seconded. Councilor Rider introduced the item to Council. Mayor Brainard presented on the item as well as the overall purpose for the proposed bonds. There was extensive Council discussion. Council President Campbell referred the item to the Finance, Utilities and Rules Committee. Council President Campbell announced the First Reading of Ordinance D-2563-20; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing the Issuance of the Local Income Tax (LIT) General Obligation Bonds for the Purpose of Providing Funds to Pay for Certain Property Acquisition and Capital Improvement Projects in the City. Councilor Rider moved to introduce the item into business. Councilor Finkam seconded. Councilor Rider introduced the item to Council. Council President Campbell announced the First Reading of Ordinance D-2564-20; An Ordinance of the Common Council of the City of Carmel, Indiana, Approving Certain Carmel Redevelopment Authority Lease Rental Bonds to Finance Various Road Improvement Projects in the City. Mayor Brainard answered questions about the need to bring the roads in the annexed area up to the standards of the rest of the City of Carmel. Councilor Rider moved to introduce the item into business. Councilor Finkam seconded. Nancy Heck, Director of Community Relations and Economic Development, presented the item to Council. There was extensive Council discussion. Councilor Finkam moved to approve Resolution CC-12-21-20-07. Councilor Rider seconded. There was no Council discussion. Resolution CC-12-21-20-07 was approved 8-0 Council President Campbell announced Resolution CC-12-21-20-10: A Resolution of the Common Council of the City of Carmel, Indiana, Approving a Transfer of Cares Act Funds to Reimburse Covid-19 Related Expenses. Resolution CC-12-21- 20-10 was approved 8-0 Council President Campbell announced First Reading of Ordinance D-2565-20; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 4, Section 2-107 of the Carmel City Code. Councilor Aasen nominated Councilor Rider to be Council Vice-President. Councilor Worrell seconded. Councilor Worrell moved to close nominations. Councilor Nelson seconded. Councilor Rider was elected unanimously to serve as Council Vice-President for 2021. Council President Campbell adjourned the meeting at 7:46 P.M.
