Hello members of the Carmel Board of Zoning Approval, Plan Commission, City Councilor
and Honorable Mayor Brainard,
The undersigned are all in SUPPORT of The Goat Restaurant and
Tavern located at 220 2nd Street,
No 2020-00177 Z, to
Carmel IN and SUPPORT Docket
rezone the property.
We love living and/or visiting Carmel and we appreciate all the different amenities and
choices that we have in Carmel as far as places to live and things to do. We value that we
have the opportunity to choose suburban single-family homes, townhouses or more vibrant
urban core residences and apartments. We think Carmel is doing well attracting many
different types of people in all different phases of life and The GOAT restaurant adds to that
appeal and diversity. One size certainly does not fit all. We chose to live and visit
downtown Carmel, in the Central District because we wanted to live and visit a walkable,
thriving, mixed use urban area. We did NOT want to live in or visit the quiet family centered
suburbs with nothing but strip malls and stop lights. We want to be surrounded by life,
entertainment, restaurants, bars, and options for activities that go late into the night and fit
our lifestyle. Midtown Carmel has turned itself into a destination, both for people that live in
Carmel as well as nearby communities. This growth has not happened by accident but
required a lot of work and investment by local businesses and the government.
We are writing to you today in support of a business that we are a frequent patron of and that
we know has added value to the community and that we have seen firsthand breathe new life
into downtown Carmel. We were excited when the Greatest of all Taverns (GOAT) opened.
It was summertime and we thought it was a terrific addition to the area. We enjoyed the fact
that it is always only 21 plus, as we enjoy an adult only atmosphere. Their outdoor space is
great, and their food is tasty and well -seasoned. Their outdoor space is 100% unique in
Carmel, as we have literally nothing like it anywhere else and it is vital to the GOATS
desirability and business model. Since the GOAT has been opened, it has been a draw to
the area, and it is a much -needed business for this space. The GOAT has filled the gap that
nearby businesses could not, and it is a much needed indoor/outdoor late -night adult only
space. We enjoy the GOAT's diverse clientele, something that in our opinion, Carmel has
needed more of for many years. If this variance is denied and the GOAT is forced to close, it
will send a much unwanted message that Carmel only listens to "rich" people that really live
in Florida and that Carmel is unwilling to embrace the exciting and diverse community that it
is becoming.
The GOAT is perfectly in line with the Carmel Clay Comprehensive Plan (Last Revision: June
1, 2020). It outlines, North Central Carmel is clearly unique in comparison to the other
districts, in that it is an urban core. Its land classification -is Primary Core, and it is important
that the vital areas of downtown be zoned as commercial. Every other parcel of land that
borders the Monon Trail and Monon Boulevard in the Midtown area is zoned as C2
Commercial. Downtowns are special places, and Carmel's is no exception. Historically, the
downtown functioned as the primary location for commerce and pedestrian activity. Over
time, commercial development on the outskirts diverted much of the vitality away from the
downtown. Carmel has recognized the importance of its downtown and is redeveloping
several parcels and encouraging investment.
The owners of the GOAT have invested in Carmel for over a decade, they own 4 other
businesses in our City, and they opened The GOAT with City approval. The owners of The
GOAT are experienced restaurateurs with over 15 years of experience, and we have
supreme confidence in their abilities to resolve any issues that the GOAT may have had
during its unprecedented opening during a global pandemic when surrounding cities and
counties were completely shut down. Additionally, the proposed commercial zoning for The
GOAT and for all of Midtown surrounding the Monon has been the intention for the area for
years. From the Current, "Regardless of any technical mistake made by city staff, the plan
has always been for restaurants, housing, retail and office to coexist all along Monon
Boulevard," Hollibaugh said. "This rezone is to get the zoning into compliance with the plan
not only for this particular parcel of land but a larger area along Monon Boulevard"
Asking the GOAT to significantly change their business model after they have invested so
much money in Carmel and they based their current operations off of the model that they
thought they were going to have, is certainly not fair to them. Asking them to close early will
significantly decrease their profits and could force them out of business. Asking them to
close early will harm their employees and their families and significantly decree their wages
and tips. Asking them to close early when other surrounding businesses are open late is also
unjust. When we are not in a global pandemic, Bar Louie that has apartments directly on top
of it, Old Town Tavern, Nippers, and other local bars are open till 3am on the weekends. 11
these other businesses located in the Central District can stay open till 3am, why can't the
GOAT? Where does a business owner's rights end and where does government overreach
begin? Is the City of Carmel picking and chooses businesses or telling other business
owners how to run their businesses?
When 1 in 5 restaurants and bars have permanently closed because of this ongoing global
pandemic, it is an utter shame that the City seems to be needlessly punishing the Goat. The
GOAT's success during an unprecedented time where many other restaurants and bars are

Commercial Committee and ultimately the City Council having no choice, but to approve the
zoning variance and ultimately the permanent rezoning of the area occupied by The Goat. It
is in line with the Comprehensive Plan and it is pertectly in line with the VERY
definition of Midtown, which is, a new, vibrant revitalization of Carmel's old industrial
area, located in the heart of a thriving center of entertainment, urban sty living- and
commerce.
