The XXX acre site was razed in 2019 and currently contains milled asphalt and fill dirt that was associated with the previous development. Proposed work consists of the construction of three structures: a mixed use retail and residential building, a dedicated residential building, and a parking garage. The Natural Resources Conservation Service (NRCS) Web Soil Survey of Hamilton County, IN, indicates approximately 53% distribution of Urban Land, 23% distribution of Brookston Silt Clay and 24% distribution of Shoals Silt Loam. Refer to Appendix A for the Soils Map. The site is located within a special flood hazard zone as indicated on the Flood Insurance Rate Map (FIRM) 18057C0209G for Hamilton, County Indiana dated 11/19/2014. Refer to Appendix A for the FIRM. The adjacent land uses for this site have been included below: North: Commercial South: Single Family East: Fueling Station/Single Family West: City Park EXISTING CONDITIONS The existing condition of the site currently consists of milled asphalt and fill dirt that will be used for the proposed construction. Previously, the site was developed as a typical strip retail center with small shops and a parking lot with another smaller standalone bank. The site was fully impervious and drained north to south into a storm sewer system. The system discharged into a municipal storm sewer without any detention. Summarize allowable release rates and what they are based on—municipality requirements, master plan/past drainage report, etc. Table 1 contains the allowable release rates for this site. Refer to Appendix F for Existing Drainage Report (Date). Site Allowable Release Rates PROPOSED CONDITIONS The proposed development consits of the construction of three structures. The primary building will be a mixed use structure with first floor retail and 4 floors of residential units. A structure in the back will be 100% residential units. Finally, a parking garge between the two buildings will serve both. A perimeter drive that encircles the garage will serve as the primary corridor for utilites incouding storm sewer. The site will drain inward from the permiter to the internal drive described previously where the storm sewers will convey runoff from the roofs and driveway to Carmel Creek immediately south of the site. The site consists of three primary basins with each consisting of its own sub-basins. The three basins are Building A (mixed use), Building B (fully residential, and the parking garage. All three consist primarily of sheet flow for a short time before entering the storm sewer. Refer to Appendix C for storm sewer calculations. Because the fully developed condition will not increase the impervious area of the previously developed condition no detetnion will be provided. The peak runoff rates for the existing and fully developed conditions were modeld in HydroCAD. Table 2 contains the proposed release rates. Refer to Appendix D for the HydroCAD model. The western portion of the site that does not enter the storm sewer and directly discharges into Carmel Creek will be mitigated by well-established existing vegetation. The roof and pavement areas will have two treatments devices. Runoff will enter the storm sewers and pass through storm drain inserts. From three all runoff from impervious surfaces will pass through an Aquaswirl CX-8 water quality unit. SUMMARY AND CONCLUSIONS The proposed storm sewer and site improvements have been designed in accordance with the City of Carmel Stormwater Technical Standards. We believe the proposed improvements will not adversely affect this site, adjacent developments, the City of Carmel, or Hamilton County. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long-duration storms. The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows: Group A.
