RE: Hartman Field Improvements We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office on March 18, 2021, for this project and have the following comments: 1. The project falls in the incorporated area and MS4 jurisdiction of the City of Carmel. 2. The proposed project DOES fall in a Carmel Wellhead Protection Zone, 3. The proposed project falls in the UG Mitchner Regulated Drain Watershed, 4. Please submit physical plans, drainage calculations and operations manual to our office. 5. Please submit an outlet connection permit for work involving the direct connection to the Carmel School Arm of the UG Mitchner Regulated Drain, 6. Please note, additional comments may be warranted at a later date. Should you have any questions, I can be reached at Samuel.dark@hamiltoncounty.in.gov Sincerely, Sam Clark Plan Reviewer Waiver Requests This project is requesting three waivers from the Carmel Storm Water Ordinance. Waiver #1 104.01.1 – All swales shall be installed with a subsurface drain. We respectfully request a waiver from this technical standard as this existing site elevations do not permit inlets to be installed at the low points in the existing and proposed swales. A literal enforcement of the provisions of this section of the ordinance will result in unnecessary hardship to this development. All swales drain to end sections or directly into the existing dry detention areas due to limited cover. To meet the requirements of this section of the ordinance to the greatest extent possible for this site, all proposed and existing swales have been graded to have a minimum slope of 1% as noted on both the Grading Plans and the typical swale cross section added to SU3.03. Waiver #2 104.02 – Minimum Flood Protection Grade of all structures fronting a pond or open ditch shall be no less than 2 feet above any adjacent 100-year local or regional flood elevations, whichever is greater, for all windows, doors, pipe entrances, window wells, and any other structure member where floodwaters can enter a building. The proposed 100-yr elevation of the east basin is 776.52. The minimum flood protection grade is 2 feet above the local 100-yr elevation at 778.52. The adjacent overtopping flood elevation is 778.50, which means the minimum flood protection grade is not the minimum of 1’ above the overtopping elevation and is only 0.02’. A literal enforcement of the provisions of this section of the ordinance will result in unnecessary hardship to this development as the existing finish floor of the building cannot be revised. To meet the requirements of this section of the ordinance to the greatest extent possible for this site, an additional 1.6 ac-ft of storage has been added to the east basin. Waiver #3 303.07 – The Lowest Adjacent Grade for all residential, commercial, or industrial buildings shall be set a minimum of 2 feet above the highest noted overflow path/ponding elevation across the property frontage. The finish floor elevation of the ESC building is 779.75. The overflow elevation along the frontage to the north (Main Street) is 781.10. The overtopping flood elevation to the south is 780.50 and the overtopping flood elevation to the northeast is 778.50. Due to existing elevations of the athletic fields, Main Street, adjacent properties, and the existing building, a waiver is requested from this technical standard. A literal enforcement of the provisions of this section of the ordinance would result in unnecessary hardship to this development as the existing finish floor of the building cannot be revised. To meet the requirements of this section of the ordinance to the greatest extent possible for this site, an additional 1.6 ac-ft of storage has been added to the east basin. Waiver #4 501.01 – There should be no less than 2.5 feet of cover along any part of the pipe from final pavement elevation or final ground surface elevation to the top of the pipe. Due to existing elevations, we are unable to meet this requirement in all locations. A literal enforcement of the provisions of this section of the ordinance will result in unnecessary hardship to this development. To meet the requirements of this section of the ordinance to the greatest extent possible for this site, there is only one section of pipe that is under vehicular pavement that has less than 2.5' of cover. The cover is nearly 2' at the shallowest location near ST-111. All other locations where the 2.5' of cover cannot be met are in grass or sidewalk locations. A waiver from this technical standard is requested due to existing conditions.
