The applicant seeks site plan and design approval for one five-story mixed use building (156 units), one four-story residential building (129 units), one four-story parking garage (377 spaces) and one pool with auxiliary building. The site is 4.65 acres and located generally at the SW corner of 116th Street and Westfield Blvd. The address is 1689 E. 116th Street. It is zoned C-1/City Center District and is not located within any overlay zone. Filed by Mark Jenkins of Kite Realty Group. Site Context: This site is located partially in the Floodway and Floodplain of the Carmel Creek. The Inter-Urban Trail is on the west border, owned by Carmel Clay Parks and is zoned P-1/Parks . Immediately south is Carmel Creek. Further south and southeast are homes zoned R-1/Residential. East across Westfield Blvd. is a gas station, zoned B-3 and within the Range Line Rd. Overlay. South of the gas station is a wooded parcel, also zoned B-3 and in the Range Line Overlay, as well as partially in the Floodway and Floodplain. Project Details: • Building heights: o Building A – Mixed Use and is 5 stories/67’8” tall o Building B – Residential and is 4 stories/45’11” tall o Parking garage – 4 levels/55’2” tall o Up to 150’ tall is allowed per the C-1 district standards of the UDO • Building materials: combination of 3 different brick colors, stone, and fiber cement siding • Building A design: L shaped building brought up to the street with 6 different façade elements or designs, to appear as if built together over time • Building B design: Located at the rear of the site, also in an L shape, with a brick base, siding exterior, and detailed cornice • Parking (Please note there are no parking requirements in the C-1 district): o Garage has 377 spaces o Surface parking spaces = 50 o Building B has 28 private garages that will most likely be rented out to tenants o Total: 455 spaces • Bicycle parking: 6 inverted U spaces around Building A, 26 wall mounted spaces around western plaza area • Pedestrian Connectivity: o Provided along 116th Street and Westfield Blvd., on both sides of the tunnels into the site, and on the back side of Building A o Sidewalk and ramp connection to Inter-Urban Trail at NW corner of site o Sidewalk and stair connection to Inter-Urban Trail at SW corner of site o Stamped concrete paths along interior of site (primarily adjacent to Building B) o Pedestrian bridge connecting garage to both Building A and Building B DOCS Comments/Concerns: 1. ADA compliance for SW connection to Inter-Urban Trail 2. Parking garage bicycle parking locations 3. Mechanical equipment location and screening 4. Dumpster location and screening Recommendation: The Department of Community Services (DOCS) recommends the Plan Commission Hearing Officer Approves this item with the following conditions : 1. Final approval letters needed from: Fire Dept., Engineering Dept., Urban Forester, Park Board, Park Building Corp., and Township Board 2. Petitioner works with DOCS Staff to complete review process in Project Dox.
