COMMON COUNCIL
MEETING MINUTES
MONDAY, FEBRUARY 15, 2021 – 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Sue Finkam; Council Members: Kevin D. Rider, Adam Aasen, Anthony Green, Tim
Hannon, Miles Nelson, Laura Campbell, Jeff Worrell and Deputy Clerk Jacob Quinn were present.
Councilor H. Bruce Kimball was not present.
Council President Finkam called the meeting to order at 6:00 p.m.
AGENDA APPROVAL
Agenda was approved unanimously.
INVOCATION
Councilor Rider delivered the Invocation.
Councilor Finkam led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
There were none.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
There were none.
CONSENT AGENDA
Councilor Rider moved to approve the consent agenda. Councilor Aasen seconded. There was no Council
discussion. Council President Finkam called for the vote. The motion was approved 8-0.

ACTION ON MAYORAL VETOES
There were none.
COMMITTEE REPORTS
Councilor Worrell reported that the Finance, Utilities and Rules Committee had met and discussed the
road construction and infrastructure bonds. Additionally, Ordinance D-2540-20 and Ordinance D-2562-20
are both returning to Council with a positive 4-0 recommendation.
Councilor Rider reported that the Land Use and Special Studies Committee had not met.

OLD BUSINESS
Council President Finkam announced the Eighth Reading of Ordinance D-2540-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 3, Division II, Section
2-42 of the Carmel City Code. Councilor Worrell announced that the item is returning from the Finance,
Utilities and Rules Committee with a positive 4-0 recommendation. Councilor Rider moved to approve
Ordinance D-2540-20. Councilor Campbell seconded. There was no Council discussion. Council
President Finkam called for the vote. Ordinance D-2540-20 was approved 8-0.
Council President Finkam announced the Third Reading of Ordinance Z-663-20; An Ordinance of the
Common Council of the City of Carmel, Indiana, Establishing Standards for Accessory Dwelling Units in
the Unified Development Ordinance. Council President Finkam removed Ordinance Z-663-20 from the
Land Use and Special Studies Committee for discussion by the full Council. Councilor Rider presented
that the Land Use and Special Studies Committee was not able to get the ordinance in a place where
everyone could agree before the 90-day time limit was up for Council to take action on the ordinance.
Councilor Rider moved to approve Ordinance Z-663-30. Councilor Aasen seconded. There was brief
Council discussion. Council President Finkam called for the vote. Ordinance Z-663-20 was defeated 0-8
(all councilors were opposed).
Council President Finkam announced the Third Reading of Ordinance D-2562-20; An Ordinance of the
Common Council of the City of Carmel, Indiana, Approving a Financing Lease and Bonds to Finance
Police Headquarters and Expansion Project. Councillor Worrell presented that the item is returning to the
Council with a positive 4-0 recommendation. Councillor Worrell requested that Council President Finkam
return the item to the Finance, Utilities and Rules Committee. Council President Finkam referred the item
back to the Finance, Utilities and Rules Committee.
Council President Finkam announced the Third Reading of Ordinance D-2563-20; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing the Issuance of the Local Income Tax (LIT)
General Obligation Bonds for the Purpose of Providing Funds to Pay for Certain Property Acquisition and
Capital Improvement Projects in the City; Sponsor(s): Councilor(s) Kimball, Rider and Worrell. Item
Remains in the Finance, Utilities and Rules Committee.
Council President Finkam announced the Third Reading of Ordinance D-2564-20; An Ordinance of the
Common Council of the City of Carmel, Indiana, Approving Certain Carmel Redevelopment Authority

Lease Rental Bonds to Finance Various Road Improvement Projects in the City; Sponsor(s): Councilor(s)

Council of the City of Carmel, Indiana, Approving the Issuance of Bonds of the City of Carmel
Redevelopment District; Sponsor(s): Councilor(s) Kimball, Rider and Worrell. Item Remains in the
Finance, Utilities and Rules Committee.
Council President Finkam announced the Third Reading of Ordinance D-2565-20; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 4, Section 2-107 of the
Carmel City Code; Sponsor(s): Councilor(s) Finkam, Rider, Campbell and Worrell. Item Remains in the
Finance, Utilities and Rules Committee.
Council President Finkam announced the Second Reading of Ordinance Z-664-20; An Ordinance of the
Common Council of the City of Carmel, Indiana, Rezoning a Parcel of Land Located on Monon
Boulevard in Midtown from the R-2 Residential District Within the Old Town Overlay Zone to the
C2/Mixed Use District; Sponsor: Councilor Rider. Item Remains in the Land Use and Special Studies
Committee.
PUBLIC HEARINGS
Council President Finkam announced the First Reading of Ordinance D-2566-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional
Appropriation of Funds from the Operating Balance of the General Fund to the 2021 Department of
Community Services Budget. Councilor Campbell moved to introduce the item into business. Councilor
Rider seconded. Jon Oberlander, Assistant Corporation Counsel, presented on the item. Council President
Finkam opened the public hearing at 6:22 p.m.
Seeing no one who wished to address Council, Council President Finkam closed the public hearing at
6:22:10 p.m. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Campbell
seconded. There was no Council discussion. Council President Finkam called for the vote. The motion
was approved 8-0. Councilor Rider moved to approve Ordinance D-2566-21. Councilor Campbell
seconded. There was no Council discussion. Council President Finkam called for the vote. Ordinance D-
2566-21 was approved 8-0.
Council President Finkam announced the First Reading of Ordinance D-2570-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing the Vacation of All of Mersey Court and
Manchester Court, and a Portion of Tottenham Drive. Councilor Rider moved to introduce the item into
business. Councilor Campbell seconded. Councilor Rider introduced the item to Council. Council
President Finkam opened the public hearing at 6:25 p.m.
Seeing no one who wished to address Council, Council President Finkam closed the public hearing at
6:25:10 p.m. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Aasen
seconded. There was no Council discussion. Council President Finkam called for the vote. The motion
was approved 8-0. Councilor Rider moved to approve Ordinance D-2570-21. Councilor Campbell
seconded. There was no Council discussion. Council President Finkam called for the vote. Ordinance D-
2570-21 was approved 8-0.

Council President Finkam announced the First Reading of Ordinance D-2572-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Ordinance D-2500-19 in Connection With
the North End Project. Councilor Rider moved to introduce the item into business. Councilor Campbell
seconded. Councilor Rider introduced the item to Council. Henry Mestetsky, Director of Redevelopment,
presented the item to Council. Councilor Rider moved to suspend the rules and act on this tonight.
Councilor Aasen seconded. There was no Council discussion. Council President Finkam called for the
vote. The motion was approved 8-0. Councilor Rider moved to approve Ordinance D-2572-21. Councilor
Aasen seconded. There was no Council discussion. Council President Finkam called for the vote.
Ordinance D-2572-21 was approved 8-0.
Council President Finkam announced Resolution CC-02-15-21-01: A Resolution of the Common
Council of the City of Carmel, Indiana, Declaring an Official Intent to Reimburse Expenditures.
Councilor Worrell moved to introduce the item into business. Councilor Rider seconded. Councilor
Worrell introduced the item to Council. Mayor James Brainard presented the item to Council. Councilor
Rider moved to approve Resolution CC-02-15-21-01. Councilor Worrell seconded. There was no Council
discussion. Council President Finkam called for the vote. Resolution CC-02-15-21-01 was approved 8-0.
Council President Finkam announced the First Reading of Ordinance D-2573-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 3, Section 2-86 of the
Carmel City Code. Councilor Rider moved to introduce the item into business. Councilor Worrell
seconded. Councilor Rider introduced the item to Council. Barb Lamb, Director of Human Resources,
presented the item to Council. Councilor Rider moved to suspend the rules and act on this tonight.
Councilor Worrell seconded. There was no Council discussion. Council President Finkam called for the
vote. The motion was approved 8-0. Councilor Rider moved to approve Ordinance D-2573-21. Councilor
Worrell seconded. There was no Council discussion. Council President Finkam called for the vote.
Ordinance D-2573-21 was approved 8-0.
