HomeMy WebLinkAboutD-2571-21 Amends the 2021 Salary OrdinanceSponsors: Councilors Aasen, Nelson and Worrell 1 Ordinance D-2571-21 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AMENDING ORDINANCE D-2544-20 Synopsis: Amends the 2021 salary ordinance to make it consistent with the terms of the 2021-2022 FOP and IAFF contracts. WHEREAS, the Carmel Common Council passed Ordinance D-2544-20 on October 19, 2020, setting 2021 salaries for City employees, including Firefighters and Police Officers; and WHEREAS, the International Association of Firefighters Local 4444 and the Fraternal Order of Police Lodge 185 have each agreed to a two-year contract with the City that changes, among other things, certain compensation to be paid in 2021; and WHEREAS, it is necessary for the salary ordinance and these contracts to be consistent in their terms. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carmel, Indiana, as follows: Section 1. The foregoing Recitals are incorporated herein by this reference. Section 2. Ordinance D-2544-20, Section 1(b) through 1(e) are amended to read as follows: b. Accident Investigators who do not qualify for the specialty pay shown in Section (e) below and Certified Instructors shall, at the request of the Chief of Police, be entitled to receive up to three dollars ($3.00) per hour for performing the duties associated with these functions, in addition to all other forms of compensation. c. A Police Officer who demonstrates a specified level of fluency in an approved foreign language shall receive an additional two thousand dollars ($2,000.00) per year, in addition to all other forms of compensation. All such pay must be approved by the Chief of Police and the Director of Human Resources. To continue receiving this compensation, the Officer is required to maintain fluency, and may be periodically re-tested. d. Employees who meet the criteria specified by the Department and who serve in the position of investigator (CID or SID) or School Resource Officer (SRO) are eligible for positional pay, in addition to all other forms of compensation. Supervisors of these units are not eligible for positional pay. Police Department employees who meet criteria specified by the Department may qualify for the specialty pay specified below, in addition to all other forms of compensation: PERSONNEL SPECIALIST/FTO COORDINATOR UP TO $2500.00 PER YEAR FIREARMS RANGE/TRAINING COORDINATOR UP TO $2500.00 PER YEAR K-9 HANDLER UP TO $1500.00 PER YEAR K-9 COORDINATOR UP TO $2500.00 PER YEAR FIELD EVIDENCE TECHNICIAN UP TO $2500.00 PER YEAR SPECIAL WEAPONS AND TACTICS (SWAT) UP TO $2500.00 PER YEAR EMERGENCY RESPONSE GROUP (ERG) UP TO $2000.00 PER YEAR ACCIDENT INVESTIGATOR (80 HOURS) UP TO $1500.00 PER YEAR ACCIDENT INVESTIGATOR (160 HOURS) UP TO $2000.00 PER YEAR ACCIDENT INVESTIGATOR (240 HOURS) UP TO $2500.00 PER YEAR MOTORCYCLE/TRAFFIC OFFICER UP TO $1500.00 PER YEAR UNMANNED AIRCRAFT SYSTEMS (UAS) UP TO $1500.00 PER YEAR NEGOTIATOR UP TO $1500.00 PER YEAR DRUG RECOGNITION OFFICER UP TO $1000.00 PER YEAR HONOR GUARD UP TO $1000.00 PER YEAR POLICE OFFICER SUPPORT TEAM UP TO $1000.00 PER YEAR IDACS COORDINATOR UP TO $1000.00 PER YEAR CHILD SAFETY SEAT TECHNICIAN UP TO $1000.00 PER YEAR Each Police Department employee shall be entitled to receive only two (2) types of specialty pay at any given time. The employee shall receive the highest two types of specialty pay for which he or she is eligible. All specialty pay shall cease when an employee no longer performs the duties associated with the pay or no longer meets the qualifications for such pay, whether the change results from the decision/action of the City or of the employee. Section 3. Ordinance D-2544-20, Section 2(d) is amended to read as follows: Section 2(d) is amended to read as follows: d. Fire Department employees who meet criteria specified by the Carmel Fire Department Rules and Regulations may qualify for the specialty pay specified below, in addition to all other forms of compensation: PARAMEDIC 10% OF FIRST CLASS FIREFIGHTER SALARY PUBLIC INFORMATION OFFICER (PIO) UP TO $3500.00 PER YEAR ENGINEER TECHNICAL PAY UP TO $2500.00 PER YEAR SHIFT INVESTIGATOR UP TO $2000.00 PER YEAR MECHANIC UP TO $2000.00 PER YEAR HAZARDOUS MATERIALS UP TO $2000.00 PER YEAR RESCUE TECHNICIAN UP TO $2000.00 PER YEAR SPECIAL DUTY PAY UP TO $2000.00 PER YEAR CERTIFIED AMBULANCE CODER UP TO $2000.00 PER YEAR STATION CAPTAIN UP TO $1500.00 PER YEAR DocuSign Envelope ID: D9C81EE6-69E2-4B41-B027-96CFC1644C59 Sponsors: Councilors Aasen, Nelson and Worrell 3 Each Fire Department employee shall be entitled to receive only two (2) types of specialty pay at any given time, except those receiving Public Information Officer, Special Duty, Station Captain or Engineer Technical Pay specialty pay, who are eligible for two additional types of specialty pay. The employee shall receive the highest specialty pay(s) for which he or she is eligible. All specialty pay shall cease when an employee no longer performs the duties associated with the pay or no longer meets the qualifications for such pay, whether the change results from the decision/action of the City or of the employee. Section 4. Ordinance D-2544-20, Section 15(b) is amended to read as follows: b. All full-time employees shall receive two hundred fifty dollars ($250.00) per year longevity pay for the first ten years of service and three hundred ten dollars ($310.00) per year for years eleven through twenty-five, in addition to all other forms of compensation. Longevity pay terms and conditions shall conform to the City’s current longevity ordinance as adopted by the Carmel Common Council. Section 5. The remaining provisions of Ordinance D-2544-20, as amended, shall remain in full force and effect and are not affected by this Ordinance. Section 6. All prior City ordinances or parts thereof that are inconsistent with any provision of this Ordinance are hereby repealed as of the effective date of this Ordinance. Section 7. If any portion of this Ordinance is for any reason declared unconstitutional, invalid or unenforceable by a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance. Section 8. This Ordinance shall be in full force and effect from and after February 20, 2021.
