DEPARTMENT REPORT
MONDAY, MARCH 22, 2021
(V) Carmel High School Performing Arts Addition Variance.
The applicant seeks the following development standards variance approval:
3. Docket No. PZ-2021-00026 V UDO Section 2.10 Min. 35’ front yard building setback
required, 30’ proposed. The site is located at 520 E. Main St. It is zoned R2/Residence. Filed by Charles
Tyler of Fanning Howey Associates, Inc., on behalf of Carmel Clay Schools.
General Info & Analysis:
The Petitioner seeks approval for an 18,240 sq. ft. building addition to the front of the high school to have a 30-
ft front yard building setback, rather than 35. This is a variance of 5-ft (or, a 14% decrease). This will be for an
expansion of the Performing Arts Department of the high school. Please see the Petitioner’s informational
packet for more detail on the variance request.
The building addition will complement the existing building’s scale, massing, color, and materials. A driveway
will be located just south of the building addition, and additional trees and landscaping will be planted along
Main Street.
The lost parking spaces will be added into the Parking Lot Addition currently being reviewed for a site just east
of Murray Stadium, just to the north of the high school building.
The Petitioner addressed all planning/zoning review comments, and the Planning Dept. supports this
variance request.

Recommendation:
The Dept. of Community Services recommends positive consideration of PZ-2021-00026 V.
