COMMON COUNCIL
MEETING MINUTES
MONDAY, MARCH 1, 2021 – 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Sue Finkam; Council Members: Kevin D. Rider, Adam Aasen, Anthony Green, Tim
Hannon, Miles Nelson, Laura Campbell, Jeff Worrell and Deputy Clerk Jacob Quinn were present.
Councilor H. Bruce Kimball was not present.
Council President Finkam called the meeting to order at 6:03 p.m.
AGENDA APPROVAL
Agenda was approved unanimously.
INVOCATION
Rev. Shelly Woof, Orchard Park Presbyterian Church, delivered the Invocation.
Councilor Finkam led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
Council President Finkam recognized Blair Babione, Brienne Babione and select female members of city
staff in connection with March being Women’s History Month and March 8
th
being International
Women’s History Day. Blair and Brienne wrote a letter to Council expressing concerns about “Men
Working” signs near construction sights.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
Alvin Lui spoke in opposition to Resolution CC-03-01-21-01 being of the precedent being set by banning
these signs and opening yourself up to activist groups.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
In honor of Disabilities Awareness Month, Councilor Campbell announced that the Carmel Advisory
Committee on Disability launched a virtual art exhibit. Additionally, the committee is working for an
activity to be included in the next Meet Me on Main event.
Mayor Brainard read a City of Carmel Proclamation to honor Disabilities Awareness Month.

Councilor Rider moved to approve the consent agenda. Councilor Green seconded. There was no Council
discussion. Council President Finkam called for the vote. The motion was approved 8-0.

ACTION ON MAYORAL VETOES
There were none.
COMMITTEE REPORTS
Councilor Worrell reported that the Finance, Utilities and Rules Committee had met twice and discussed
the road construction and infrastructure bonds. Ordinance D-2564-is returning to Council with a positive
4-0 recommendation. The remainder of the items remain in committee.
Councilor Rider reported that the Land Use and Special Studies Committee had met and Z-664-20 is
returning with a positive 3-0 recommendation.
OTHER REPORTS – (at the first meeting of the month specified below):
Henry Mestetsky, Director of the Carmel Redevelopment Commission, presented the monthly report.
Jon Oberlander, Assistant Corporation Counsel, gave the annual Ethics Board report.
City Engineer Jeremy Kashman presented on 2021 Construction and Storm Water Projects
OLD BUSINESS
Council President Finkam announced the Fourth Reading of Ordinance D-2562-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Approving a Financing Lease and Bonds to Finance
Police Headquarters and Expansion Project; Sponsor(s): Councilor(s) Kimball, Rider and Worrell. Item
Remains in the Finance, Utilities and Rules Committee.
Council President Finkam announced the Fourth Reading of Ordinance D-2563-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing the Issuance of the Local Income Tax
(LIT) General Obligation Bonds for the Purpose of Providing Funds to Pay for Certain Property
Acquisition and Capital Improvement Projects in the City. Councilor Worrell gave an overview of the
work done on the ordinance in committee and the proposed amendments in Version A of the ordinance.
Councilor Worrell stated that the ordinance is returning from the Finance, Utilities and Rules committee
with a positive 4-0 recommendation and proposed Amendments in Version A. Councilor Green presented
the results of a survey he did in his district as it relates to the money allocated in Ordinance D-2563-20 for
improvements in Home Place. Jeremy Kashman a timeline for the proposed projects. Jeremy Kashman
stated that the crosswalk and path along 103

and New Jersey will be paid for from the Engineering
Department budget as well as the drainage fix on the West Side in Northern Heights along Washington

Blvd. Councilor Worrell moved to amend Version A by inserting language that if there are additional
funds remaining, the decision would return to Council on how to spend those dollars. Councilor Rider
seconded. There was no Council discussion. Council President Finkam called for the vote. The motion to
amend was approved 8-0. Council Rider moved to approve Ordinance D-2563-20 As Amended.
Councilor Nelson seconded. There was brief Council discussion. Council President Finkam called for the

Council President Finkam announced the Fourth Reading of Ordinance D-2564-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Approving Certain Carmel Redevelopment
Authority Lease Rental Bonds to Finance Various Road Improvement Projects in the City; Sponsor(s):
Councilor(s) Kimball, Rider and Worrell. Item Remains in the Finance, Utilities and Rules Committee.
Council President Finkam announced Resolution CC-12-21-20-04: A Resolution of the Common
Council of the City of Carmel, Indiana, Approving the Issuance of Bonds of the City of Carmel
Redevelopment District; Sponsor(s): Councilor(s) Kimball, Rider and Worrell. Item Remains in the
Finance, Utilities and Rules Committee.
Council President Finkam announced the Fourth Reading of Ordinance D-2565-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 4, Section 2-107 of the
Carmel City Code; Sponsor(s): Councilor(s) Finkam, Rider, Campbell and Worrell. Item Remains in the
Finance, Utilities and Rules Committee.
Council President Finkam announced the Third Reading of Ordinance Z-664-20; An Ordinance of the
Common Council of the City of Carmel, Indiana, Rezoning a Parcel of Land Located on Monon
Boulevard in Midtown from the R-2 Residential District Within the Old Town Overlay Zone to the
C2/Mixed Use District. Councilor Rider reported that the item is returning from the Land Use and Special
Studies Committee with a positive 3-0 recommendation. Councilor Rider moved to approve Ordinance Z-
664-20. Councilor Aasen seconded. There was brief Council discussion. Council President Finkam called
for the vote. Ordinance Z-664-20 was approved 8-0.
PUBLIC HEARINGS
There were none.
NEW BUSINESS
Council President Finkam announced the First Reading of Ordinance D-2571-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Ordinance D-2544-20. Councilor Rider
moved to introduce the item into business. Councilor Green seconded. Councilor Aasen introduced the
item to Council. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Worrell
seconded. There was no Council discussion. Council President Finkam called for the vote. The motion
was approved 8-0. Councilor Rider moved to approve Ordinance D-2571-21. Councilor Nelson seconded.
There was no Council discussion. Council President Finkam called for the vote. Ordinance D-2571-21
was approved 8-0.
Council President Finkam announced the First Reading of Ordinance D-2574-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Adding Chapter 3, Article 1, Section 3-48 of the Carmel

City Code. Councilor Campbell moved to introduce the item into business. Councilor Rider seconded.
Councilor Campbell introduced the item to Council. Council President Finkam referred the item to the
Finance, Utilities and Rules Committee.

Council President Finkam announced the First Reading of Ordinance D-2575-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Chapter 3, Article 1, Section 3-28 of the
Carmel City Code. Councilor Campbell moved to introduce the item into business. Councilor Rider
seconded. Councilor Campbell introduced the item to Council. Council President Finkam referred the
item to the Finance, Utilities and Rules Committee.
Council President Finkam announced the Resolution CC-03-01-21-01: A Resolution of the Common
Council of the City of Carmel, Indiana, Banning the Use of Gender-Biased Construction Signage;
Sponsor(s): Councilor(s) Finkam and Campbell. Councilor Rider moved to introduce the item into
business. Councilor Campbell seconded. Council President Finkam passed the gavel to Councilor Rider.
Council President Finkam presented the item to Council. Councilor Campbell moved to amend the
resolution by striking lines 94 and 95 and on line 95 strike require and insert recommend. Councilor
Finkam seconded. There was no Council discussion. Councilor Rider called for the vote. The motion to
amend was approved 8-0. Councilor Finkam moved to approve Resolution CC-03-01-21-01. Councilor
Campbell seconded. There was no Council discussion. Councilor Rider called for the vote. Resolution
CC-03-01-21-01 was approved 8-0.
Councilor Finkam regained the gavel.
OTHER BUSINESS
Notice of Cancellation of Outstanding Checks for Fiscal Year 2018 - $1,613.85 (Acknowledgement
Only). Councilor Rider moved to acknowledge. Councilor Worrell seconded. The notice was
acknowledged unanimously.
Council President Finkam adjourned the meeting at 7:41 p.m.
