Docket No. PZ-2021-00033 ADLS Amend: Jiffy Lube Store 3692 – Mural/Public Art. The applicant seeks ADLS Amendment approval to install a mural on the north elevation of the building. The site is located at 10390 N. Michigan Rd. It is zoned I-1/Industrial and is located within the US 421 – Michigan Road overlay district. Filed by the owner Steve Sanner. Project Overview: The Petitioner is seeking approval to paint a mural on the north elevation building wall and lower wall in front of the building of the existing Jiffy Lube on Michigan Rd. This proposal is similar to other mural on Jiffy Lubes, specifically 1495 Keystone Way S. and 1270 Range Line Rd. S. Please see the Petitioner’s Information Packet for more details. Active Transportation: When a property owner asks for improvements to a site, such as this petition, Staff requires that the site is brought into compliance. In this instance one inverted U rack for bicycle parking will need to be added to the site per Section 5.29 of the Unified Development Ordinance. This rack will need to be within 50-ft. of the main entrance. Petitioner please provide Staff a proposed plan showing the location of the bike rack for review. Architectural Design: The proposed mural would be of various figures surrounded by flowers and abstract arrangements of colors, all representing positive energy. Please see the Petitioner’s Concept Narrative on page 5 of the Information packet for additional explanation. The mural will be 8-ft. by 26-ft. on the building wall and 4-ft. by 8-ft. on the lower wall, but with shaped panels which will not cover the entire space. Although both the building and lower walls are separated the illusion of continuity will exist. The mural will be installed to the façade by mounting first in metal frames, then securing those frames to the wall. Landscaping: In mid-2019 trees were removed from the property and never replaced. Seven additional ornamental or evergreen trees will need to be installed in the front yard bufferyard between the parking area and the property line along Michigan Rd. Petitioner please provide Staff a proposed landscape plan for review. Please also include a commitment date for the trees to be installed, the Urban Forester proposes May 15, 2021. Signage: No new signage is proposed at this time. The petitioner was provided the original Ground Sign permit landscape plan and informed to continue landscaping around this sign in perpetuity. DOCS Remaining Comments/Concerns: 1. Please provide an updated site plan showing the location of one bike rack. 2. Please provide an updated landscape plan showing the location of required landscaping. Recommendation: The Department of Community Services recommends the Commercial Committee votes to approve this item tonight, subject to finalizing any outstanding items through Project Dox.
