HomeMy WebLinkAboutMinutes SUB 02-02-93Subdivision Committee February 2, 1993 The meeting was called to order by Ron Houck, acting chairman, at approximately 7:00 PM in the Caucus Rooms, One Civic Square, Carmel, Indiana. Present were: Sue Dillon; Jay Dorman; Norma Meighen; Barbara Myers; Salim Najjar; and James T. O'Neal, Sr. Staff present: Mike Hollibaugh and Terry Jones. Items 5, 6 and 7. Committee to consider Docket No. 12-93 PP, a secondary plat application for Windemere Subdivision, Section 3. The secondary plat consists of 21 lots on 15.29 acres of land located on the south side of 106th Street, approximately one-half mile west of Ditch Road. The site is zoned S-1 residence district. The petitioner requests approval to plat a 21 lot subdivision for the development of single family residences. Filed by Steve Wilson for Windemere Corporation. Dennis Olmstead of Stoeppelwerth & Associates, representing Steve Wilson, presented the following: All comments made at TAC meeting on January 27, 1993 have been addressed with the exception of the County Highway Dept. Sections 1 and 2 of Windemere have been approved and are already under construction. Staff Comments: Mike Hollibaugh stated that the only agency outstanding was the County Highway. After reviewing their comments, Dennis appears to have addressed them with Steve Milboume and Les Locke; final approval is pending Steve and Les' return to their office. Sue Dillon asked about the number of trees being preserved on the lots. Dennis replied that only those trees that are in roadways and utility ways will be removed; very few will be removed for actual construction of homes. Barbara Myers asked what types of trees are involved and the approximate number of trees that will be removed. The response was that most of the trees are hardwood, and less than 10% will be removed for construction purposes. Sue Dillon moved to approve Docket No. 12-93 PP; said motion amended to include Docket No.s 13-93 PP and 14-93 PP, seconded by Salim Najjar, unanimously approved. Item 4. Committee to consider Docket No. 8-93 PP, a primary plat application for Cornerstone place Subdivision. The primary plat consists of 26 lots on 9.27 acres of land located on the west side of Central Avenue, approximately 400 feet north of 106th Street. The site is zoned R-1 and R-3 residence districts. The petitioners is requesting approval to plat a 26 lot subdivision for the development of 9 two family and 17 single family residences. The petitioner is also requesting the following Subdivision Regulation variance: 6.3.7 - length of a cul-de-sac to exceed 600 feet. Filed by Mike Keen. Present for the petitioner were Rick French and Stan Neal. Mike Keen presented the following: In compliance with the regulation of stubbing into Pam Road, a variance is being requested for the length of the cul-de-sac. The issue of drainage has been addressed and restrictive covenants will contain a statement prohibiting construction in the retention or detention areas. In response to Ron Houck's questions about the location of the retention/detention areas, Stan Neal replied that it was located behind lots 11 through 16, which will be about 5 feet deep with multiple slopes. During a period of heavy rain, it will have about 3.2 feet of water; the outlet for this water is the Vernon Asher drain along the north line of the subdivision. Sue Dillon asked about cattails in the drainage ditch. Stan Neal responded that while they are good for erosion, they would inhibit the functioning of the drain. ` Ron Houck asked about the drainage onto Pam Road. Terry Jones responded that the County Highway wanted drainage into an open ditch and the County Surveyor did not. There is an existing pipe in the area and the highway was suggesting that rather than duplicating the work, the existing pipe should be utilized. However, this would cause a potential problem, since the pipe has been sized to handle existing runoff. Terry Jones stated that all other questions brought up at the TAC meeting have been addressed. The public hearing was left open on this case due to the notice problem. Tim O'Neal moved to approve Docket No. 8-93 PP contingent upon no further unresolved issues at the continued public hearing at the next meeting, seconded by Norma Meighen, unanimously approved.
