Committee to consider Docket No. 4-91 O.A., an ordinance amendment to Ordinance Z-160, the proposed amendment is to regulate outside storage and displays. Filed by Bill Wendling for the Carmel/Clay Plan Commission 2. Committee to consider Docket No. 5-91 O.A., an ordinance amendment to Ordinance Z-160, the proposed amendment is to regulate swimming pool fences. Filed by Bill Wendling for the Carmel/Clay Plan Commission 3. Committee to consider Docket No. 9-91 Z, a rezone application for Harry & Richard Morgan. Site consists of 1.77 acres of land located on the west side of Rangeline Road, south of Winona Drive, north of Gradle Drive and east of the Carmel\Clay Fire Dept.- Station 1. Site is currently zoned B-4 (Business). Rezone request is to zone this property to B-1 (Business) for a development of a retail center. Filed by E. Davis Coots for Harry & Richard Morgan Staff has the following comments: - Petitioner has a commitment to return the Plan Commission for Architectural Design, Lighting, Landscaping and Signage review as a part of this rezone application - Plans are conceptual, petitioner to return to TAC for further review at time of ADLS The following items will need to addressed at the time of ADLS submittal; - DOCD requests that the number of parking spaces required be indicated on the plans - ROW to be indicated on plans - Label aisle widths and show typical parking space dimensions - One way circulation to the north of the building to be removed from the plans - City Engineer will need more detailed plans and drainage calculations submitted for review - Petitioner will need approval from the Carmel Board of Public Works for sewer & water availability - PSI and Indiana Gas needs to field verify proposed project with 2 relationship to existing facilities - Additional comments will be forthcoming during the review of the ADLS submittal Staff supports the rezone requests per above comments. 4. Committee to consider Docket No. 13-91 DP (Amend), a Development Plan Amendment for the Conseco Office Center. Site is located at 11815 North Pennsylvania and is zoned M-3 Manufacturing District. Petitioner seeks approval to amend the previously approved Development Plan For Blocks 10 & 20 of the Carmel Science and Technology Park. Filed by James J. Nelson for Lincoln Income Life Insurance Company Staff has the following comments: - Surveyor's office deferred comments - DOCD will meet with applicant concerning sidewalk requirements - Screening for the mechanical equipment, letter of explanation for the siting and landscaping will be submitted to DOCD by applicant Staff recommends approval per above comments. INDUSTRIAL AND COMMERCIAL, COMMITTEE: will meet to consider the following item: No items have been scheduled SUBDIVISION COMMITTEE: will meet to consider the following item: 1. Committee to consider Dcpekeet Nm 1141 PP; primary plat application for Windemere subdivision. The primary plat consists of 97 lots on 81.66 acres of land. The site is located on the south side of 106th Street approx. one half mile west of Ditch Road. Site is zoned S-1 residence district. Petitioner is requesting approval to subdivide the property into 97 single family lots. The petitioner is also requesting the following Subdivision Regulation variance: 6.3.7 - Cul-de-sac length exceeding 600' 6.3.21 - Subdivisions consisting of more than 15 lots to have two points of access Filed by Steven Wilson for Windemere Corporation Staff does recognize the uniqueness that the developer is planning for this proposed project, but feels that the Ordinance requirements should be upheld. Staff feels that the proposed project could be developed without the variances, although some of the privacy aspects might be lost. Staff does further recognize that 2 of the existing 3 sides of this development have been developed without the stubbing of streets to adjacent properties. S. is 3 Staff would remind the petitioner to present to the Committee the proposed signage and landscaping along 106th Street. Staff recommends approval per above comments. 2. Committee to consider -Docket ,No. 12-91 PP, a primary plat application for Bentley Oaks subdivision. The primary plat consists of 49 lots on 18.63 acres of land. The: site is located chi the south side of 136th Street approx. one quarter mile west of Oakridge Road. Site is zoned S-2 residence district. Petitioner is requesting approval to subdivide the property into 49 single family lots. The petitioner is also requesting the following Subdivision Regulation variance: 6.3.3 - Certain proposed streets shall be stubbed for future development 6.3.6 - Minimum Residential street width of 30' Filed by E. Davis Coots for Weiper/Reagan/Copenhaver Staff has the following comments; - Wetland certification - National permit will need to be submitted prior to construction - City Engineer and Developer have met and have a tentative agreement regarding the options for sewer availability and petitioner will need approval of sewer and water availability from Carmel BPW - PSI and Indiana Bell may request additional easements within the development - Drainage facilities will be regulated - petitioner will need to petition the Drainage for approval The following TAC comments have not been addressed and updated have not be received by staff; - Sign easements need to be added to the plans - SCS requests a separate grading plan be prepared showing the grading and lot drainage - Offsite drainage structures and swales from development to outlet point will need to be included within the plans and an easement prepared and recorded as apart of this plat - SCS requests a pipe structure at the NE and NW end of the detention pond, redefine location and specifications for erosion control blankets, provide silt fence or slotted risers for erosion control at all inlets - County Surveyor requests between lots 15 & 21 another inlet be added to shorten rear swale, ssd will need to have risers added for ease of location, steps need to be provided within any manhole that exceeds 3' in depth, typical cross-section of lake needs to be submitted, petitioner to meet with Surveyor's office on additional comments - County Highway has recieved updated plans and as of 12:00 noon, April 9, ws cN",j� 4 1991, were reviewing them and had no outstanding comments - although they would requests that petitioner return to TAC in May, for a final review. Staff requests that any approval by the committee will need to be conditional to the BZA approval of additional variances. Staff requests that the petitioner commit to restricting parking (on one side) along the interior streets of the subdivision in lieu of the 30' street requirement. This commitment would need to be recorded. Staff recommends approval per above comments being adequately addressed. Petitioner is requesting approval of the secondary Plat for Bentley Oaks - Docket No. 14-91 SP., Staff would request that any approval of the secondary plat be conditional to full Plan Commission approval of the Primary plat on April 16, 1991, to the BZA approval of the additional variances and that the petitioner returning to the Technical Advisory Committee in May, to finalize any outstanding items. Staff recommends approval per above comments. 3. Committee to consider a one year extension of the Secondary Plat approval of Asherwood Manor per section 5.1.13 of the Carmel\Clay Subdivision Regulations. Filed by Philip Nicely Staff recommends approval of a one year extension of the time allowed to record the Secondary plat per section 5.1.13 of the Subdivision Control Ordinance. 4. Committee to consider a one year extension of the Secondary Plat approval of Lake Forest, section 5 per section 5.1.13 of the Carmel\Clay Subdivision Regulations. Filed by Mark Boyce Staff recommends approval of a one year extension of the time allowed to record the Secondary plat per section 5.1.13 of the Subdivision Control Ordinance. 5. Committee to consider a one year extension of the Secondary Plat approval of Lake Forest, section 6 per section 5.1.13 of the Carmel\Clay Subdivision Regulations. Committee to consider Docket No. 1-91 CP, an amendment to Ordinance D- 454, entitled the Comprehensive Plan Update, City of Carmel/Clay Township, 1985, effective September 30, 1985. The amendment for review is presently captioned as the "Amendment to Comprehensive Plan Update, City of Carmel/Clay Township, 1990." Filed by William E. Wendling, Attorney for the Carmel/Clay Plan Commission Staff would refer the committee to the letter sent out by Wes Bucher dated April 3.1991.
