Harry & Richard Morgan Rezone
Committee to consider Docket No. 9-91 Z, a rezone application for
Harry & Richard Morgan. Site consists of 1.77 acres of land located on
the west side of Rangeline Road, south of Winona Drive, north of
Cradle Drive and east of the Carmel\Clay Fire Dept.- Station 1. Site is
currently zoned B-4 (Business). Rezone request is to zone this property
to B-1 (Business) for a development of a retail center.

Comments:
- Plans are conceptual, petitioner to return to TAC for further review at
time of ADLS
- DOCD requests that the number of parking spaces required and
proposed be clarified
- ROW to be indicated on plans
- Label aisle widths and show typical parking space dimensions
- One way circulation to the north of the building to be removed from
the plans
- City Engineer will need more detailed plans and drainage calculations
submitted for review
- Petitioner will need approval from the Carmel Board of Public Worlds
for sewer & water availibility
- PSI and Indiana Gas needs to field verify proposed project with
relationship to existing facilities

Bentlev Oalm Primary and Secondary Plat
Committee to consider Docket No. 12-91 PP, a primary plat application
for Bentley Oaks subdivision. The primary plat consists of 49 lots on
18.63 acres of land. The site is located on the south side of 136th
Street approx. one quarter mile west of Oakridge Road. Site is zoned
S-2 residence district. Petitioner is requesting approval to subdivide the
property into 49 single family lots. The petitioner is also requesting the
following Subdivision Regulation variance:
6.3.3 - Certain proposed streets shall be stubbed for future
development
6.3.6 - Minimum Residential street width of 30'

Comments:
- Wetland certification - National permit will need to be submitted prior
to construction
- Sign easements need to be added to the plans
- SCS requests a seperate grading plan be prepared showing the
grading and lot drainage
- Offsite drainage strustures and swales from development to outlet
point needs to be included within a recorded easement
- SCS requests a pipe structure at the NE and NW end of the detention
pond, redefine location and specfications for erosion control blankets,
provide silt fence or slotted risers for erosion control at all inlets
- City Engineer and Developer to meet to discuss options for sewer
availibility and petitioner will need approval of sewer and water
availibility from Carmel BPW
- County Surveyor requests between lots 16 & 21 another inlet be
added to shorten rear swale, ssd will need to have risers added for
ease of location, steps need to be provided within any manhole that
exceeds 3' in depth, typical cross-section of lake needs to be
submitted, petitioner to meet with Surveyor's office , on addtional
comments
- Drainage facilities will be regulated - petitioner will need to petition
the Drainage for approval
- PSI and Indiana Bell may requests additional easements within the

- County Highway requests updated plans be submitted as soon as
possible, petitioner to meet with County Highway to discuss road
improvements to 136th in lieu of drainage improvements, driveway
permits will need to be obtained for the development, an inspection
agreement will need to be obtained prior to construction

Windemere Primary Plat
Committee to consider Docket No. 11-91 PP, a primary plat application for
Windemere subdivision. The primary plat consists of 97 lots on 81.66 acres of
land. The site is located on the south side of 106th Street approx. one half
mile west of Ditch Road. Site is zoned S-1 residence district. Petitioner is
requesting approval to subdivide the property into 97 single family lots. The

Comments:
- City Engineer requests petitioner to insure pad elevations in
relationship of 100 year storm along the west property line
- County Surveyor's office requests that no swale within the
development exceed 550' between inlets (example lots 36 - 40), a safety
ledge added to details of pond, drainage system will be regulated,
additional comments of the February 11, 1991 letter have been agreed
to by the petitioner (see attached)
- Indiana Bell requests a min. 15' utility easement along the front of all
lots, additional easments may be required as project goes into further
design stages
- IPL requests the developer to install conduit across the pipeline
easment in the south half of property
- County Highway requests entrance be no more than 20' per lane
- Indiana Gas requests access to development be along entrance - will
work with petitioner on options
- DOCD requested stub street be placed along the west property
line to the undeveloped parcels

Committee to consider Docket No. SU-13-91 a Special Use Application
for Paul E. Shoopman and Shelley L. Shoopman for property located
4550 W. 116th Street, Zionsville, IN. Petitioners are requesting
permission to construct two (2) artificial lakes (not part of a plat).

- petitioner has agreed to record a 40' half ROW along the north side of
116th for the width of this property

Conseco Development Plan Amend
Committee to consider Docket No. 13-91 DP (Amend), a Development
Plan Amendment for the Conseco Office Center. Site is located at
11815 North Pennsylvania and is zoned M-3 Manufacturing District.
Petitioner seeks approval to amend the previously approved
Development Plan For Blocks 10 & 20 of the Carmel Science and
Technology Park.

- Les Locke stated utilities are coming back to the right-of-way
and we may need to claim a larger area of ROW
-Steve - subsurface drainage problems, roots do not allow clear
flow }
- A designated area would be good for County Surbeyor to keep
drainage ways clean thus requiring less maintenance
- typical utility/tree conflict problems
- Wes Bucher ask the Committee to give this proposal some
thought, technical input may be required as the new
Zoning/Subdivision is revised
Steckley Special Use and Variance
Committee to consider Docket No. SU-11-91 a Special Use Application
for James R. Steckley for property located on the south east corner of
116th Street and River Road, Carmel. Petitioner is requesting special
use approval to establish a private recreational facility within a flood
plain area.

Docket No. V 12-91 a Developmental Standards Variance Application for
James R. Steckley and his property located on the southeast comer of
116th Street and River Road, Carmel. Petitioner is requesting variance
from Sections 27.4.1 and 27.4.2 of the Carmel/Clay Zoning Ordinance.
The variance would waive the requirement of paving and curbing of
commercial parking lot on 5.45 acres of land. Parcel zoned S-1

Committee to consider Docket No. UV-14-91 a Use Variance Application
for Matthew E. Hubbard for property located 2925 West 146th, Cannel.
Petitioner is requesting a use variance to allow a landscape
design/build company to operate from subject property in order
maintain a farm appearance under a use variance.

Matthew E. Hubbard for property located 2925 W. 146th Street, Carmel.
Petitioner is requesting variance from Sections 27.4.1 and 27.4.2 of the

Carmel West Elementary School - Smoky Row Elememntary
Committee to consider Docket No. SU-16-91 Special Use Application for
Carmel Clay Schools for property located northeast comer 136th Street
and Six Points Road, Carmel. Petitioner is requesting permission to
construct an elementary school, to be know as Carmel West Elementary
School.

Docket No. SV 17-91 Sign Variance Application for Carmel Clay Schools
for property located northeast corner 136th Sei�et 4iid Sic Paine Road,
Carmel. Petitioner is seeking a variance from Section 25.7.03-2aiii which
establishes 30 square feet as maximum allowable sign area for
institutional signs. Petitioner desires to erect a wall sign that is 60
square feet (1.5' x 40').

Docket No. V 17-91 Variance Application for Carmel Clay Schools for
property located northeast comer 136th Street and Six Points Road,
Carmel. Petitioner is seeking a variance from Section 5.4.1 of the
Carmel Zoning Ordinance to allow part of the proposed elementary
school building to exceed the 25' maximum height. The school
gymnasium will be 34' high at the highest point and the media center
will exceed 25'; exterior light standards will be 30' high. Parcel zoned

Union 76 Special Use - T.G.E.. Inc.
Committee to consider Docket No. SU-19-91 Special Use Application for
T.G.E., Inc., Warren K Johnson for property located 1701 East 116th
Street, Carmel. Petitioner requests special use approval to allow
construction of a new gasoline service station with a food mart and car
wash after the existing gasoline service station is razed.
