Department Report for April 15, 2021
1. Docket No. PZ-2020-00074 DP/ADLS: Magnolia.
The applicant seeks site plan approval for the overall Magnolia development which includes a future apartment
building and 6 new condo buildings. Design approval is sought now for the condo buildings. (Design approval for the
apartments will be submitted under a separate docket number at a later date.) The site is 3 acres in size and located at
approximately 731 South Rangeline Road and 726 Pawnee Road. It is zoned C-2/Mixed Use District and is not
located within any overlay zone. Filed by Rebecca McGuckin of Old Town Companies.
Site Context:
This site is bordered by Carmel City Center to the west (zoned C-1), Carmel United Methodist Church to the north
(partially zoned B-3 and R-2), residential homes in the Newark subdivision zoned R-2 to the east and southeast, as well as
Ace Hardware to the immediate south (zoned C-2). Please see the Petitioner’s Info Packet for additional information.
Project Details – Condos :
• 6 buildings total, with each building having 5 units (30 units total):
o 1 Penthouse Unit at 3,000 sq. ft. (3 bedrooms, 3.5 bath)
o 4 Standard Units at 1,983 sq. ft. (2 bedrooms, 2.5 bath)
o 1 two-car parking garage on the first floor for each unit
• Building materials: Combination of 2 different brick colors, 3 different colors of fiber cement panels, and metal
canopy, balcony railing, and stair details
• Building height:
o 3 stories at 36’ tall with a recessed 4th level proposed at a maximum height of 49’
• Building design: modern with 3 lev els of brick and a 4th level constructed of fiber cement paneling. R ecessed
balconies for every unit, pedestrian scale detail in the brick work on the first floor and an urban feel with the
proposed fire escape stairs on the rear of the building.
• Parking (Please note there are no parking requirements in the C-2 district):
o Garage parking – 2 spaces per unit = 60 total
o On-street parking – Pawnee Road: 8, future Livingstone Drive: 4
• Bicycle parking: 7 short term parking spaces are required for the 66 bedrooms of the development, 7 racks
proposed on east side of Building 4
• Pedestrian Connectivity:
o 10’ asphalt path will be provided across City Center Drive frontage
o 6’ concrete sidewalk provided along Pawnee Road
o 5’ concrete sidewalk provided along Livingstone Drive (partially built now, partially with future phase)
o 5’ concrete sidewalk provided through center of the site on new east/west road
DOCS Comments/Concerns:
1. City Center Drive landscaping and utility conflicts
2. Short term bicycle parking locations – concentrated at one building instead of located at each building
Recommendation:
The Department of Community Services (DOCS) recommends the Plan Commission Hearing Officer Approves this item
with the following conditions :
1. Final approval letters needed from: Engineering Dept., Urban Forester, Utility Dept., Alternative Transportation
Coordinator
2. Petitioner works with DOCS Staff to complete review process in Project Dox.
