Enclosed are 2 copies of the revised primary plat. Each of the comments listed in the TAC minutes has been addressed as follows: 1. At the request of the City Engineer, we have performed the 100-year storm computations for the storm sewers proposed along the West property line of Windemere and have set a minimum required pad elevation on the lower lots to insure that the homes will not be affected during a 100-year storm event. We have also checked the flood routing for the rest of the subdivision. 2. We have responded to the County Surveyor's additional comments (March 20, 1991) in a letter dated March 27 attached hereto. 3. We have provided a minimum utility easement of 15 feet along the front of all the lots. We will add additional easements if required. 4. The developer understands that he must install conduit where IPL and IBT will cross the gas pipeline in the southern portion of Windemere. We will coordinate with Indiana Gas regarding their requirements for that installation. We further understand that the ends of the conduit must be brought to within 3 feet of finished ground grade. 5. Each of your comments were addressed as follows: 1. The travel distance for all the rear yard swales have been adjusted to not exceed , 500 feet in length. 2. In lieu of a safety ledge around the lake, we have designed the lake banks to be at a 5:1 slope instead of a 3:1 slope. These flatter banks look better, are easier to maintain and are much safer than the 3:1 slopes. Also, we have designed this 5:1 slope to continue below the normal pool to a point 10 feet out into the water. • 3. We have revised the plans to specify only RCP for .storm sewers as you requested. 4. At the storm sewer outlets into the lakes we are proposing metal end sections with an extended toe plate, 5' x 5' of rip -rap below the waterline and sod around the end section. f 5. We have proposed grading to define the outlet ditch from the pipes under 106th Street to Well Run. Rip -rap will be installed 6 feet wide from the pipes to the creek. We looked at extending the existing pipes to the creek; however; due to the ground grades, mounding over the pipes would be required which is not, considered to be desirable. Also, we will be verifying that these swales are constructed properly before the contractor installs the erosion control. At this time, I have the following items. 1. The travel, distance for the rear yard swale between lot 92-95 is in, excess of 500'. Recommend either extending storm pipe or regrading Swale. 2. A safety ledge should be installed around the lake. This 10' wide ledge may be above the waterline. 3. Because the storm facilities will be regulated, plastic pipe will not be accepted. Instead, RCP is the best alternative. 4. Riprap may be required where the storm sewer outlets into the lake. 5. What improvements are planned for the outlet facilities north of 1.06th Street? 6. However, on January 24, 1991 I addressed a letter to Stoeppelwerth & Associates, Inc. concerning the fire hydrant locations and the water main sizes. As of this date I have not received specific information showing the water main sizes and the fire hydrant locations meeting this departments requirements. The acceleration/deceleration and passing lanes are now dimensioned on the plat. 106th Street was resurfaced last year. A compacted stone berm along the south side of the existing pavement is proposed in addition to the auxiliary lanes at the entrance. The proposed streets in this subdivision will be designed in compliance with Section 6.3.10 and Sections 6.3.15 through 6.3.18 of the Carmel Subdivision Regulations. Enclosed is an enlarged detail of our turnaround design with the landscaped area in the center. Highlighted in yellow is the outline of a standard cul-de-sac turnaround. Also enclosed is a copy of a detail showing the turning radius for a 55-foot long semitrailer for your reference. The entrance is proposed with two 24-foot wide roadways on each side of a landscaped island ' or median. The purpose of this design is twofold. The divided entry with the landscaping in the center island as well as along both sides provides an attractive entrance to the subdivision. The island is designed to extend to the first street intersection to provide a means of access for all of the lots in Windemere if one side of the divided entry should become blocked. Mr. Locke's comments were addressed as follows: 1. The lengths of the deceleration lane (150 feet), stacking lane (100 feet) and acceleration lane (150 feet), have been added to the Primary Plat. A 60-foot passing lane with 100- foot tapers has also been shown. 2. The curb radii for curves located at the entry have been shown on Sht. #1 as 40-feet. The curb radii for curves located on interior streets have been shown on Sht. #2 on the typical intersection detail as 25-feet. 3. The pavement has been labeled as H.C.R.S. Type 2 Pavement in Section "A" - "A". The pavement has been labeled H.C.R.S. Type 1 Pavement on the typical street cross- section for the interior streets. The letter from Mr. Locke stated that Type 2 pavement would be used for all pavements; however, as we discussed at a meeting on 2/5/91 at our office the "Hamilton County Road Standards", Ordinance No. 9/5/89/1 allows Type 1 pavement for local streets. It is understood that Type 2 pavement is required for' pavement within the right-of-way of 106th Street. ` A typical cross-section for 106th Street has been added on Sht.#2. The south side ditch flowline will be relocated to a line 27 feet south of the centerline of 106th Street as shown on the "Hamilton County Highway Standard Cross -Section". The 6:1 slope on the north bank and 4:1 slope on the south bank has also been shown. 5. The west side of the entrance will be curbed from the west end of the stacking lane into the development. The east side of the entrance will be curbed from the east end of the radius into the development. "Chairback" curb shall be used along both sides from the entry through the radius ends of the first two intersections and vertical curb shall be used around the center islands of the cul-de-loops. Two -foot wide roll curb and gutter will ` be used everywhere else within the development. There will be positive drainage along all curbs to a storm sewer system which empties into a lake before being discharged from the development. 6. The developers have acknowledged that a "Commercial Driveway Permit" must be obtained by them from the Hamilton County Highway Engineer prior to any construction. 7. The developers have acknowledged that they must also obtain a "permit" from the Hamilton County Highway Engineer before any work is begun parallel with or within the right-of-way of 106th Street. ' 8. The developers have acknowledged that an "inspection agreement" must be executed with the Hamilton County Commissioners prior to any construction at the entry or on interior streets . 9. Curt Huff has written a letter to the Carmel Fire Chief requesting his approval for the cul-de-loop/island design. 10. Final Construction Plans will be submitted to all agencies and approved prior to any construction. =a 11. The Secondary Plat will be submitted to Mr. Locke and to all other governmental agencies for approval prior to construction. 12. A landscaping plan is presently being prepared by Kathy Pendleton of Sundown Gardens. It will show the location and the type of all trees and planting along or within existing and proposed street rights -of -way. Her plans will be submitted to Mr. Locke as soon as possible. J 13. Section "A" -"A" shows the cross-section of 106th Street at the entrance. The "Hamilton County Highway Standard Cross -Section" shows the typical detail for the improved side ditch. The purpose of this design is twofold. The divided entry with the landscaping in the center island as well as along both sides provides an attractive entrance to the subdivision. The island is designed to extend to the first street intersection to provide a means of access for all of the lots in Windemere if one side of the divided entry should become blocked. The roadway widths on each side of the island were designed to allow two-way traffic on one side in case of emergency. We are reluctant to widen these roadways beyond 24 feet in order to discourage two-lane traffic entering and exiting under normal conditions.'
