Subject: Bank of America – Carmel, IN
The proposed project is located within The Bridges PUD at the southwest corner of Illinois Street
and Zotec Drive in Carmel, Indiana, and more specifically in the existing parking lot of The Bridges
Retail Development, just south of the gas station. Please see the attached Vicinity Map for
reference. The proposed development consists of a 4,429 square foot commercial building,
associated parking, storm sewer improvements, and other associated utilities.
The proposed development is located within The Bridges Retail Development that was completed in
2015. The overall site has been master-planned and includes detention and water quality treatment
for the proposed project site. Please see Appendix C of this Drainage Memo for the Drainage
Computations Summary for The Bridges Retail Development Supermarket and Gas Station, Revision
2 on February 17, 2015, hereafter referred to as the Master Drainage Report.
The project site is located within the 18.12 acre basin shown in Appendix C of the Master Drainage
Report. As mentioned in the Master Drainage Report, the Future Commercial Basin was assumed to
be 90% impervious for the purpose of calculating future detention and water quality capacity. The
proposed development is only 86% impervious and therefore conforms with the Master Plan and no
further detention analysis is required.
The proposed site lies within a Zone X according to FIRM Map 18057C028G from the FEMA
database, eff. November 19, 2014.

As a part of the proposed development, additional storm structures and storm sewer will be
needed. The proposed storm sewer system will connect to existing STR #153 from The Bridges Retail
Development Plans. Additionally, a portion of the proposed development will drain to STR #142.
However, the weighted c value and overall drainage to STR #142 has been reduced in the proposed
condition. The proposed storm sewer has been designed to convey runoff from the 10-year storm
event completely within the pipes, and the 100-year event within the castings. Please refer to
Appendix B of this Drainage Memo for the proposed storm sewer calculations.
An emergency flood route assuming all inlets are clogged has been provided for the development.
Please see sheet C300 (Grading Plan) of the Bank of America Development Plans for the flood
routing on the subject parcel, and refer to C400 (Overall Drainage Plan) from The Bridges Retail
Development Plans for the continuation of the routing south of the supermarket to the detention
pond. C400 from The Bridges Retail Development has been included within Appendix C of the
Drainage Memo for reference.
Water quality has already been provided as a part of The Bridges Retail Development Master Plan.
An AS-13 Aquaswirl unit is located downstream of the site to treat the first flush from the overall
basin, while the master planned detention pond provides secondary water quality treatment. Please
refer to the BMP Location Map located in Appendix E of the Master Drainage Report for the location
of the existing post-construction BMP’s.
The drainage from the proposed site has been designed to meet the intent of the City of Carmel
Stormwater Technical Standards and conforms to the previously approved Master Plan Drainage
Report. Therefore, no adverse impacts are anticipated as a result of this development.
