CARMEL BOARD OF ZONING APPEALS
Docket No.: PZ-2020-00086 SE, Kedanis Short Term Residential Rental
Petitioner: Karen Kedanis
1. The approval of this Special Exception will negatively affect surrounding property values because:
the Short Term Residential Rental use will change the character of the quiet, established single-family homes neighborhood. The subject site is
located in the heart of the neighborhood, rather than on the perimeter, so short term renters would have to traverse through the neighborhood to
get to the site. Also, allowing for an STRR to be rented out for more than the already allowed 30 “freebie” dates per year (as allowed by the 2020
City Council resolution) would change the character of this neighborhood, with more people and more trips/traffic. There was no proposed cap or
limit on the proposed number of days per year the house would be rented out to short term renters. Also, the Petitioner may or may not be present
when the home is rented and thus is unable to ensure that her rules will be followed.
2. This Special Exception will not be compatible with existing land uses in the neighborhood because:
the Short Term Residential Rental use will change the character of the established single-family homes neighborhood. The site is located in the
heart of the neighborhood, rather than on the perimeter, so short term renters would have to traverse through th e neighborhood to get to the site.
Also, allowing for an STRR to be rented out for more than the already -allowed 30 “freebie“ dates per year (as allowed by the 2020 City Council
resolution) would change the character of this neighborhood, with more people and more trips/traffic. There was no proposed cap or limit on the
proposed number of days per year the house will be rented out to short term renters. Also, the Petitioner may or may not be present when the home
is rented and thus is unable to ensure that her rules will be followed.
3. Vehicular and pedestrian traffic in and around the premises will be substantially affected by this Special Exception because:
the Short Term Residential Rental use will bring increased traffic and noise to the single family home residential area. The site is located in the heart
of the neighborhood, rather than on the perimeter, so renters will have to drive into the neighborhood, past many single-family home residences.
Also, allowing for an STRR to be rented out for more than the already-allowed 30 “freebie“ dates per year (as allowed by the 2020 City Council
resolution) would change the character of this established single-family homes neighborhood with increased traffic and noise with more people and
more trips/traffic. There is no proposed cap or limit on the proposed number of days per year the house will be rented out to short term renters.
DECISION
____Yes X No: The Board has reviewed the requirements of UDO, Section 5.72 as they relate to this Special Exception, and does not
find that those criteria prevent the granting of the Special Exception.
IT IS THEREFORE the decision of the Carmel Board of Zoning Appeals that Special Exception Docket No. PZ-2020-00086 SE is
granted, subject to any conditions stated in the minutes of this Board, which are incorporated herein by reference and made a part
hereof.
