COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEETING CALLED TO ORDER Council President Sue Finkam; Council Members: Kevin D. Rider, Adam Aasen, Anthony Green, Tim Hannon, Miles Nelson, Laura Campbell, Jeff Worrell and Deputy Clerk Jacob Quinn were present. Councilor H. Bruce Kimball was not present. Council President Finkam called the meeting to order at 6:01 p.m. AGENDA APPROVAL Agenda was approved unanimously. INVOCATION Rabbi Dennis Sasso, Congregation Beth – El Zedeck, delivered the Invocation. Councilor Rider led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS There were none. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL There were none. COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS There were none. CONSENT AGENDA Councilor Rider moved to approve the consent agenda. Councilor Aasen seconded. There was no Council discussion. Council President Finkam called for the vote. The motion was approved 8-0. a. Approval of Minutes 1. March 1, 2021 Regular Meeting b. Payroll $3,135,324.87 COMMITTEE REPORTS Councilor Worrell reported that the Finance, Utilities and Rules Committee had met and that he would give the report when the item appears on the agenda. Councilor Rider reported that the Land Use and Special Studies Committee had not met. OTHER REPORTS – (at the first meeting of the month specified below): Bob Swanay gave the annual Library Board report. Brenda Myers gave a report from Visit Hamilton County OLD BUSINESS Council President Finkam announced the Fifth Reading of Ordinance D-2562-20; An Ordinance of the Common Council of the City of Carmel, Indiana, Approving a Financing Lease and Bonds to Finance Police Headquarters and Expansion Project. Councilor Rider announced that the item was returning from the Finance, Utilities and Rules Committee with a positive 4-0 recommendation and proposed amendments. Councilor Worrell moved to amend Ordinance D-2562-20 by inserting Version A in whole. Councilor Rider seconded. There was no Council discussion. Council President Finkam called for the vote. PUBLIC HEARINGS Council President Finkam announced the First Reading of Ordinance D-2576-21; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional Appropriation of Funds from the Operating Balance of the General Fund to the 2021 Carmel Police Department Budget. Councilor Rider moved to introduce the item into business. Councilor Green seconded. Councilor Aasen introduced the item to Council. Council President Finkam opened the public hearing at 7:00 p.m. Seeing no one who wished to address Council, Council President Finkam closed the public hearing at 7:00:10 p.m. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Aasen seconded. There was no Council discussion. Council President Finkam called for the vote. The motion was approved 8-0. Councilor Rider moved to approve Ordinance D-2576-21. Councilor Aasen seconded. There was no Council discussion. Council President Finkam called for the vote. Ordinance D-2576-21 was approved 8-0. Council President Finkam announced the First Reading of Ordinance Z-665-21; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Standards and Definitions for Signage in the Unified Development Ordinance. Councilor Rider moved to introduce the item into business. Councilor Worrell seconded. Councilor Rider introduced the item to Council. Nathan Chavez, Sign Administrator for the City of Carmel, presented the item to Council. Council President Finkam opened the public hearing at 7:14:20 p.m. Seeing no one who wished to address Council, Council President Finkam closed the public hearing at 7:14:30 p.m. Council President Finkam referred the item to the Land Use and Special Studies Committee. Council President Finkam announced the First Reading of Ordinance Z-666-21; An Ordinance of the Common Council of the City of Carmel, Indiana, Establishing the Albany Village Planned Unit Development District. Councilor Rider moved to introduce the item into business. Councilor Worrell seconded. Councilor Rider introduced the item to Council. Jon Dobosiewicz, Nelson and Frankenberger presented the item to Council. Council President Finkam opened the public hearing at 7:27 p.m. Robert Auster, President of the Tallyn’s Ridge HOA, expressed concerns about the transition lot size, the connectivity to 146th Street, the lot sizes and tree preservation. Dan Orzechowski spoke in favor of connectivity to 146th Street through proposed development and expressed concerns about drivers cutting through their neighborhood. Rosemarie Orzechowski spoke in favor of connectivity to 146th Street. Additionally, she spoke in favor of improving the transition by widening the lots closest to the neighborhood. DocuSign Envelope ID: AEEE6D74-7461-487E-A6CA-8131B6B11973 4 Resident #4 – echoed the concerns already mentioned and stated he is not in favor of the current development Susmitha Reddy – spoke in favor of adding in a better buffer between the neighborhoods and to consider preserving the trees. Vageesh Prasad – Spoke in favor on increasing the lot sized for the proposed project. Hari Tanguturi – Expressed concerns about the number of children that would be added to the school system with the amount of homes proposed. Daniel Moudy – Stated it would be good to get more information on the proposed landscaping buffer with Tally’s Ridge. Barbara Eaton – Spoke in favor of the proposal because it would add an option for affordable housing in Carmel. Seeing no one else who wished to address Council, Council President Finkam closed the public hearing at 7:46p.m. Alexia Lopez, Department of Community Services, gave a report to Council on the project. Council President Finkam referred the item to the Land Use and Special Studies Committee. NEW BUSINESS Council President Finkam announced Resolution CC-03-15-21-01: A Resolution of the Common Council of the City of Carmel, Indiana, Approving a Transfer of Funds Between the Grant Fund (CPD) (#900) and the General Fund (#101). Councilor Rider moved to introduce the item into business. Councilor Worrell seconded. Councilor Aasen introduced the item to Council. Councilor Rider moved to approve Resolution CC-03-15-21-01. Councilor Nelson seconded. There was no Council discussion. Council President Finkam called for the vote. Resolution CC-03-15-21-01 was approved 8-0.
