EXPLANATION OF REQUEST
The applicant, Hoffman Developer, LLC, (“Hoffman”) has filed requests seeking Development
Plan (“DP”) approval of the overall site and architectural design, landscaping, lighting and signage
approval (“ADLS”) for proposed townhome buildings (the “Request”). The parcels that are the subject
of the Request consist of approximately 60 acres, are generally located south of and adjacent to 146th
Street and approximately 1/8 mile east of Towne Road and has a common address of 2135 W. 146th
Street, Carmel, IN 46074 (collectively, the “Real Estate”).
While Hoffman is seeking both Development Plan and ADLS approval to implement the
development of the Real Estate, the Residential Committee returns the Development Plan back to the
full Plan Commission with a favorable recommendation by a vote of 3-0 and will continue its review of
the ADLS at their June 1st Committee Meeting. In regard to the Development Plan, the Committee
conditioned a favorable recommendation on Carmel Engineering approval the Development Plan
Drainage Plans.
List of Development Plan modifications:
1. Development Plan:
a. Sidewalk extended east and west to site perimeter along 146th frontage road.
b. Sidewalk along the front of the townhome buildings will be located in an access easement
if not entirely in the street right-of-way.
c. Added crosswalk on Mauldin where central path intersects (mid-block).
d. Add “no construction traffic” signs to the traffic control plan.
2. Tree Preservation – Refined tree preservation plan and provided additional exhibit.
3. Update Landscape Plan:
a. Additional trees on lots next to east perimeter of Saddle Creek lots added. Planting will
take place at time of home construction.
b. “Off-site” plantings in Saddle Creek lots will be made at time of Phase I common area
planting installation.
c. Added detail for the smaller entry monuments.
d. Moved entrance sign locations out of right-of-way and shown on the landscape plan.
e. Pond landscaping is required as specified in the PUD and will be updated in next
projectdox submittal.
f. Modified Tree Preservation Areas consistent with revised area on additional exhibit.
g. Added notes regarding additional playground equipment.
4. Amend Phase I / Phase II line at south pond and Engineer provided committee with description
of phased pond construction.
