The ±3.17-acre site currently consists of vegetation, and temporary swales. The developed site will consist of a 134 space parking lot, storm sewer infrastructure, a 33,426 sq ft apartment building and a building pad for an additional future apartment building. Refer to Appendix A for an aerial map of the site’s location. The Natural Resources Conservation Service (NRCS) Web Soil Survey of Hamilton County, Indiana, indicates approximately 65.4% distribution of Urban land-Crosby Silt Loam complex (UcfA), 26.4% distribution of Brookston silty clay loam (YbvA), and 6.9% distribution of Urban land-Brookson complex. Refer to Appendix A for the Soils Map. The site is not located within any special flood hazard zone as indicated on the Flood Insurance Rate Map (FIRM) 18057C0207G for Hamilton County, Indiana, dated November 19, 2014. Refer to Appendix A for the FIRM. The adjacent land uses for this site have been included below: North: Residential South: Residential East: Mixed Use West: Residential EXISTING CONDITIONS The existing property currently consists of the site set in a temporary condition that is master planned for the proposed development. The proposed site is identified in the master plan drainage report as Basin #124 which is 3.17 acres. Currently, the site drains to four primary outlets. Basin 1 sheets to the existing storm sewer in the private drive to the north. Basin 2 discharges into the Fairfax Street trunk line. Basin 3 discharges into the previously mentioned Structure #124 which joins up with the Fairfax Street system. Finally, Basins 4 & 5 directly sheet into the existing Old Meridian Street storm system. Refer to Appendix B for Existing Drainage Conditions and Appendix D for the Master Plan Drainage Report. We have also provided updated calculations to ICPR4 and included these after the Master Plan within Appendix D. These calculations were revised to remove the original acreage of the site which directly drained to Old Meridian Street, prior to any development on site. Based on the master planned drainage report, the outlet structure identified as Str. 124, allows 16.49 cfs for the 10 year storm. Table 1 contains the allowable release rates for this site to Str 124. Refer to Appendix D for Drainage Computations Summary for Grand and Main (June 22, 2015). Refer to Table 2 & 3 for a summary of the existing direct discharges into Old Meridian Street. Table 4 below summarizes the original direct discharge to Old Meridian Street, prior to any development on site. Per conversation with the City and their consultant, we have utilized this rate to limit the direct discharge into Old Meridian Street. Site Allowable Release Rates (Original Direct to Old Meridian) PROPOSED CONDITIONS The proposed development includes the construction of a 33,426 sq ft. apartment building, a 134 space parking lot, and temporary pads for future buildings. The site’s discharge point is located at an existing structure identified in the master plan drainage report as Str. 124. The site drains north to south and has 3 basins to it. Basin 1 is the area of the site that dischrages into Str 124. Basin 2 of the site located on the north side of the private drive that discharges into the existing street inlets. Basin 3 of the site has 0.2 acres of pervious area sheet flow from the north east corner of the site into the existing street inlet located in the southbound lane of Old Merdian Street. Basin 1 and Basin 2 discharge into the existing master planned pond to the south. See below for overall release rate to structure 124 (Basin 1) and release rate for direct discharge from Basin 3.Refer to Appendix C for storm sewer calculations and a basin map. The site was master planned to discharge into the pond to the south. The proposed site conditions show that this site has a CN of 94 which is above the original master planned CN value. We have confirmed that the overall CN of the entire basin is still a CN of 93 and have included those calculations in Appendix C. Refer to Tabels 5 & 6 for peak discharges to Str #124 and direct to Old Merdian Street. Please refer to Appendix D for the Master Drainage Report for the pond calculations. Site Proposed Release Rates (Basin 3 – Direct discharge to Old Meridian) STORMWATER QUALITY The entire development of Grand and Main was master planned for water quality. Three BMPs were constructed that serve the overall development plus a fourth that serves an ancillary portion. Please refer to the existing master planned drainage report in Appendix D for construction information on these BMPs. A 10’ diameter Downstream Defender directly across from the subject site accepts flows and discharges them into the existing pond. Along with the proprietary BMPs the pond was sized and constructed to provide water quality storage as well. SUMMARY AND CONCLUSIONS The proposed storm sewer and site improvements have been designed in accordance with the City of Carmel Stormwater Technical Standards Manual (2008). We believe the proposed improvements will not adversely affect this site, adjacent developments, City of Carmel, or Hamilton County. APPENDIX A MAPS USGS The National Map: Orthoimagery. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long-duration storms. The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows: Group A. EXISTING CONDITIONS The existing site contains approximately 33 acres of residential and vacant commercial land. The site soils consist of Brookston silty clay loam and Crosby silt loam soils which fall into hydrologic soil groups B and C. Refer to Appendix A for a copy of the NRCS Soil Survey. The majority of the existing site drains east via sheet and shallow concentrated flow to an existing 30”x36” corrugated metal pipe which conveys the flow east beneath Old Meridian Street. The ultimate receiving water of the existing discharge is the Cool Creek – Grassy Branch. A small portion at the north corner of the site discharges to the north east towards Old Meridian Street. Existing runoff curve number and time-of-concentration calculations were completed in order to calculate existing stormwater discharges to the outlet point (Refer to Appendix B for Existing Runoff Calculations). Below is a table summarizing the existing discharges for the 2-year, 10-year and 100-year storm events using the SCS Method. The proposed pond has been designed to detain the storm water runoff for the primary site development, consisting of approximately 23.6 acres. The proposed pond is being developed to detain and convey runoff for the full build-out of this primary site basin. The remainder of the site (1.88 acres designated for retail development and an additional 6.8 acres from the proposed development) will be detained in an existing wet pond master planned and constructed as part of the “Alexandria of Carmel” development. A small portion of the site (1.94 acres) will direct discharge to the existing depressed area located southwest of the intersection of Grand Boulevard and Old Meridian Street. 2 201301869 The proposed wet detention pond for this development will discharge to the existing discharge point, a 30”x36” cmp pipe which drains beneath Old Meridian Street. The 10-year allowable discharge for the primary site has been determined using 0.1 cfs/acre allowable discharge rate per City of Carmel standards, while the 100-year allowable discharge has been determined using the restricted release rate of 0.25 cfs/acre for the Fertig Drain per the Hamilton County Surveyor’s Office requirements. Proposed site curve numbers were calculated using the next less infiltrating soil groups. The existing 30”x36” outlet pipe will be slip-lined per the request of the City of Carmel Engineering department. The minimum size slip-liner allowable must be able to convey a minimum of 6.2 cfs. The table below summarizes the peak elevations and discharges for the proposed pond. Refer to Appendix C for basin maps, curve number calculations, and modeling input/output data. Alexandria Pond 3.51 - 863.77 6.70 6.70 866.00 The proposed emergency spillway for the detention ponds has been designed to convey 1.25 times the peak 100-year inflow from the onsite and offsite basins without overtopping the pond banks (Refer to Appendix C for the Proposed Spillway Calculations). The spillway is located at the eastern side of the pond and will overflow into the right-of-way of Fairfax Manor Drive and Old Meridian Street. Based on an analysis of the as-built conditions of the existing Alexandria Pond, the existing discharges in the 10- and 100-year storm events are 4.65 and 6.74 cfs, respectively with a maximum stage of 864.91. Per conversations with the Surveyor’s office, the allowable discharge from the Alexandria pond in the 100-year storm event is 6.7 cfs. This value was established by the drainage calculations for the Meijer parcel (dated 1993) located south of the Alexandria Pond. Based on the proposed improvements to the outlet structure of the pond and the additional drainage directed to the pond, the 100-year elevation will be increased by 1.09 feet. The 100-year elevation of the pond is being elevated; however the existing pond configuration will still allow for a minimum of 1’ of freeboard above the revised 100-year elevation. Finished floor elevations of the existing buildings in this area surrounding the pond range from approximately 869 to 871 based on surveyed information and Hamilton County GIS data. The lowest casting elevation in the surrounding parcels is approximately 866.50. This information indicates that the existing buildings in the area would still be greater than 2’ above the 100-year elevation of the pond and the 100-year elevation would not surcharge the existing castings which drain to this pond. At this time the retail block, approximately 1.88 acres, located at the southwest corner of Main Street and Grand Boulevard will be graded to sheet drain to a proposed storm sewer stub located at the eastern edge of the property. The Alexandria detention pond was sized for the developed condition of this parcel; however the existing storm sewer piping was only designed for the undeveloped condition. In order to avoid additional construction on the Alexandria property, the runoff from the developed site will be conveyed through he proposed storm sewer to the south and then into the Alexandria pond. The basin which will drain to the southwest will convey the existing discharge from the property located between the development and the roundabout at Old Meridian Street and Grand Boulevard. Two roadway inlets from the proposed storm sewer system will also connect to this system. This storm system will discharge to the existing depressed area southwest of the roundabout. The maximum staging in this area is approximately 1.8’ and will not encroach upon any adjacent sidewalks or roadways. 3 201301869 The small portion of the site at the north east corner will not be disturbed at this time. This area was however included in the overall detention calculations to that it could potentially be conveyed this direction when it is developed. WATER QUALITY The proposed development utilizes two Downstream Defender units and the wet detention pond as best management practices. There will also be a Downstream Defender unit provided upstream of the existing wet detention pond for the “Alexandria of Carmel” portion. The runoff from the site is treated by at least two stormwater quality best management practices. The three Downstream Defender units have been sized using the Indianapolis SQU Selection guide, yielding sizes of 8’ and 10’ structures. These will be provided before the pond outlet for each of three storm sewer series. The proposed wet pond is centrally located within the site. The treatment volume required for the pond was found to be 1.82 ac-ft, less than 1/3 of the provided 6.29 acre feet (Refer to Appendix E for Proposed Water Quality Calculations). The water quality measures, both the Downstream Defenders and the wet detention pond, along with the “Alexandria of Carmel” Downstream Defender have been sized for all future development of the Grand and Main masterplan. CONCLUSIONS The drainage from the proposed site has been designed to meet the intent of the City of Carmel Stormwater Technical Standards and comply with the existing infrastructure.
