ORDINANCE NO. D-2585-21
AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA,
AMENDING THE 2021 SALARY ORDINANCE
Synopsis: This ordinance amends the 2021 salary ordinance by reclassifying the Carmel Police
Department’s Community Resource Specialist position to that of Community Relations Specialist.
WHEREAS, on October 19, 2020, the Carmel Common Council (the “Council”) adopted
Ordinance D-2544-20, as amended, setting 2021 salaries for appointed officers and employees of the City
of Carmel (the “City”); and
WHEREAS, based upon a recent review of the Community Resource Specialist position by the
Carmel Police Department (“CPD”), it was determined that expanding the role and responsibilities of the
position would benefit the mission of the CPD; and
WHEREAS, in order to better reflect the expanded role and responsibilities of the position, it is
necessary to amend the 2021 salary ordinance to upgrade and reclassify the CPD Grade 7 Community
Resource Specialist position to a Grade 9 Community Relations Specialist.
NOW, THEREFORE, IT IS AGREED AND ORDAINED by the Common Council of the City
of Carmel, Indiana, as follows:
Section 1. The foregoing Recitals are incorporated herein by this reference.
Section 2. Section 1 of Ordinance D-2544-20, as amended, is hereby amended to remove the
Community Resource Specialist position, and add the Community Relations Specialist position:
1. POLICE
CLASSIFICATION MAXIMUM BI-WEEKLY BASE SALARY
COMMUNITY RELATIONS SPECIALIST 2439.15
Section 3. The remaining provisions of Ordinance D-2544-20, as amended, shall remain in full
force and effect and are not affected by this Ordinance.
Section 4. All prior City ordinances or parts thereof that are inconsistent with any provision of
this Ordinance are hereby repealed as of the effective date of this Ordinance.
Section 5. If any portion of this Ordinance is for any reason declared unconstitutional, invalid
or unenforceable by a court of competent jurisdiction, such decision shall not affect the validity of the
remaining portions of this Ordinance.
