COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEETING CALLED TO ORDER Council President Sue Finkam; Council Members: Kevin D. Rider, Adam Aasen, Anthony Green, Tim Hannon, Miles Nelson, Laura Campbell, Jeff Worrell and Deputy Clerk Jacob Quinn were present. Councilor H. Bruce Kimball was not present. Council President Finkam called the meeting to order at 6:01 p.m. AGENDA APPROVAL Agenda was approved unanimously. INVOCATION Rev. George Davis, CPD Chaplain, delivered the Invocation. Council President Finkam led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS There were none. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL There were none. COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS There were none. CONSENT AGENDA Councilor Rider moved to approve the consent agenda. Councilor Aasen seconded. There was no Council discussion. COMMITTEE REPORTS Councilor Worrell reported that the Finance, Utilities and Rules Committee had met twice and he would give the report when the items appear on the agenda. Councilor Rider reported that the Land Use and Special Studies Committee had met and Z-665-21 and Ordinance Z-666-21 are returning with a positive recommendation. OTHER REPORTS – (at the first meeting of the month specified below): Henry Mestetsky, Director of the Carmel Redevelopment Commission, presented the monthly report. Joshua Biggs, Indiana Landmarks, gave the quarterly Carmel Historic Preservation Commission report. Henry Mestetsky gave the Redevelopment Authority bi-annual report. OLD BUSINESS Council President Finkam announced the Sixth Reading of Ordinance D-2563-20; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing the Issuance of the Local Income Tax (LIT) General Obligation Bonds for the Purpose of Providing Funds to Pay for Certain Property Acquisition and Capital Improvement Projects in the City; Sponsor(s): Councilor(s) Kimball, Rider and Worrell. Item Remains in the Finance, Utilities and Rules Committee. Council President Finkam announced Resolution CC-12-21-20-04: A Resolution of the Common Council of the City of Carmel, Indiana, Approving the Issuance of Bonds of the City of Carmel Redevelopment District; Sponsor(s): Councilor(s) Kimball, Rider and Worrell. Item Remains in the Finance, Utilities and Rules Committee. Councilor Worrell announced that the item was returning from the Finance, Utilities and Rules Committee with a positive 4-0 recommendation and proposed amendments. Councilor Campbell moved to amend Ordinance D-2575-21 by inserting Version A in whole. Councilor Rider seconded. There was no Council discussion. Council President Finkam called for the vote. The motion to amend was approved 8-0. Council Rider moved to approve Ordinance D-2575-21 As Amended. Councilor Aasen seconded. There was no Council discussion. Ordinance D-2575-21 As Amended was approved 8-0 Council President Finkam announced the Second Reading of Ordinance Z-665-21; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Standards and Definitions for Signage in the Unified Development Ordinance. Councilor Rider announced that the item was returning from the Land Use and Special Studies Committee with a positive 3-0 recommendation and a proposed amendment. Councilor Rider moved to amend Ordinance Z-665-21 by striking 35 on line 101 and inserting 40. Councilor Worrell seconded. There was no Council discussion. Council President Finkam called for the vote. The motion to amend was approved 8-0. Council Rider moved to approve Ordinance Z-665-21 As Amended. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. Ordinance Z-665-21 As Amended was approved 8-0 Council President Finkam announced the Second Reading of Ordinance Z-666-21; An Ordinance of the Common Council of the City of Carmel, Indiana, Establishing the Albany Village Planned Unit Development District. Councilor Rider announced that the item was returning from the Land Use and Special Studies Committee with a positive 2-1 recommendation. Jeremy Kashman, Director of Engineering, stated that the Engineering Department was neutral on creating a connection in the proposed development. Council Rider moved to approve Ordinance Z-666-21. Councilor Aasen seconded. There was no Council discussion. Council President Finkam called for the vote. Ordinance Z-666-21 was approved 7-1 (Campbell Opposed) PUBLIC HEARINGS Council President Finkam announced the First Reading of Ordinance D-2577-21; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional Appropriation of Funds from the Operating Balance of the General Fund to the 2021 Carmel Human Resources Department Budget. Councilor Rider moved to introduce the item into business. Councilor Aasen seconded. Councilor Aasen introduced the item to Council. Council President Finkam opened the public hearing at 7:00 p.m. Seeing no one who wished to address Council, Council President Finkam closed the public hearing at 7:00:15 p.m. Councilor Aasen moved to suspend the rules and act on this tonight. Council President Finkam announced Resolution CC-04-19-21-01: A Resolution of the Common Council of the City of Carmel, Indiana, Regarding Transfer of Real Property to Third Party. Councilor Rider moved to introduce the item into business. Councilor Campbell seconded. Jeremy Kashman presented the item to Council. Council President Finkam opened the public hearing at 7:12:10 p.m. Seeing no one who wished to address Council, Council President Finkam closed the public hearing at 7:12:20 p.m. Councilor Rider moved to approve Resolution CC-04-19-21-01. Councilor Aasen seconded. There was no Council discussion. Council President Finkam called for the vote. Resolution CC-04-19- 21-01 was approved 8-0. NEW BUSINESS Council President Finkam announced the First Reading of Ordinance D-2578-21; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 8, Article 4, Section 8-43 of the Carmel City Code. Councilor Rider moved to introduce the item into business. Councilor Aasen seconded. Councilor Aasen introduced the item to Council. Council President Finkam referred the item to the Land Use and Special Studies Committee. Council President Finkam announced Resolution CC-04-19-21-02: A Resolution of the Common Council of the City of Carmel, Indiana, Amending the Real Property Tax Abatement Granted to ATAPCO Carmel, Inc. Councilor Worrell moved to introduce the item into business. Councilor Rider seconded. Jon Oberlander, Assistant Corporation Counsel, presented the item to Council. Councilor Rider moved to approve Resolution CC-04-19-21-02. Councilor Worrell seconded. There was no Council discussion. Council President Finkam called for the vote. Resolution CC-04-19-21-02 was approved 8-0.
