2. Docket No. PZ-2021-00104 ADLS Amend: Dunkin Donuts – Exterior Remodel
The applicant seeks design approval to modify the exterior building color and signage. The site is located at 1305
South Rangeline Road. It is zoned B-8/Business District and is within the Rangeline Road Overlay District. Filed
by Ryan Dirksen of ECA Architects on behalf of Raj Patel of The Hari Group.
Project Overview:
The Petitioner seeks design approval f or updates to the existing building. This site is located in the Range Line Overlay
District and is surrounded by other businesses. To the north is the Fineberg Group building, to the east is Case Design ,
and to the south are addition al businesses located in this same Carmel Walk Plaza (all zoned B-8 ). To the west across
Range Line Road are the Shell gas station (zoned B -3) and Crew Carwash (zoned I-1). To the southe ast is the Carmel
Health and Living Community (zoned B -2). Please see the Petitioner’s information package for more information.
Site Plan and Active Transpor tation:
No changes are proposed to the site plan. If bicycle racks are not currently installed, they will need to be added to be in
compliance with the UDO. The Petitioner will work with the Alternative Transportation Coordinator on assuring this item
is met.
Architectural Design:
The Petitioner is proposing multiple design changes to update the building facades. First, they would like to remov e the
existing fabric awnings and replace them with orange metal canopies/accent bands . Se cond, the EIFS (stu cco) area and
cornice line at the top of the facades are proposed to be painted a gray color with a dark gray accent as the cornice.
Around the signage on the west façade and carrying around the north building corner to the drive through tower, the
proposed new color is white. Lastly, the slanted top of the brick tower on the north and west façades will be straightened
out, holes from previous signage repaired, and then painted a dark gray. The other columns on the building that are
currently painted will also be repainted the same new dark gray color . The rest of the brick building will be left unpainted,
as the natural brick.
Lighting:
Existing gooseneck lights will b e removed from the north and west facades. The new canopy o ver the drive thru will have
a light installed in it for illumination at the drive thru window. All existing façade lights will remain.
Landscaping:
No changes are proposed to the site landscaping. The Petitioner is required to replace any dead or dying material and will work with the Urban Forester on these updates, if necessary.
Signage:
A new wall sign is proposed to be placed on the EIFS façade area over the windows and doors. The sign was previously
located on the brick column on the far-left side of the fro nt (west ) of the building. Moving the sign will p lace it over the
entry doors and allow for a larger sign. The proposed sign meets the sign ordinance requirements for height (43%) and
width (49%) at about 36 sq. ft. total. The new sign will be individual, internally lit channel letters.
DOCS Remaining Comments/Concerns :
The Department has no concerns with this proposal but ask s that the Petitioner finish the review process through Project
Dox and address landscaping and bike parking issues, if needed.
Recommendation:
The Department of Community Services recommends the Commercial Committee vote to approve this item this evening.
